Develops and recommends information management objectives to the senior leadership and prepares plans to implement the chosen solutions. Serves as technical consultant and subject matter expert for the MSHA-wide information system applications Coordinates with other MSHA organizations, outside agencies and private industry to provide information exchange and support where needed. Responsible for information systems processing and planning. Develops, prepares, and distributes instructional materials for the use of equipment and software. Provides training to users on new information systems applications at HQ and in the field. Coordinates the design and implementation of nationwide personal computer systems for Metal and Nonmetal Mine Safety and Health. Recommends and reviews MSHA-wide policies to ensure the security of equipment, software and data as well as other IT-related policies and procedures. Assists users in solving problems with current systems including equipment, software and data communications. Monitors and audits the performance of the MSHA systems. Resolves data processing problems through coordination with the Information Technology Center. Identify bugs in the system. Perform and coordinate alpha and beta testing of system changes. Designs and accepts modifications to production programs to reflect changes in MSHA regulations and policies. Develop, review, and accept programming requirements for existing production programs as well as participation in all phases of developing new applicationsArranges and delivers training and technical assistance for District Representatives to increase their capability to support local users. Oversees annual security refresher training throughout M/NM and role-based training for District IT SpecialistsDevelops implementation schedules for installing new equipment and software as part of the agency-wide Centralized IT Purchase ProjectOversee development of MSHA applications using Agile Methodology

• Update installation instructions for business applications and off-the-shelf software while testing application compatibility. Maintain application deployment development and management.• Perform analysis of application software solutions, their impact on the production environment and regression testing against standard desktop and server configurations • Assist in the development and management of security incidents for multiple IT functional areas across the enterprise. • Implement and maintain encryption, firewalls, authorization, authentication, intrusion detection, and gateway security controls• Assist in tracking and analyzing trends in Help Desk requests and generated statistical reports.• Administer accounts and privileges in Active Directory including Exchange 2003.• Install, maintain, and troubleshoot of end user computing environment including Windows XP/Windows 7 & 8, Office 2007/2010, and TrendMicro anti-virus.• Troubleshoot end user connectivity issues (VPN, Remote Desktop).• Create and maintain standard laptop/desktop images using Symantec Ghost.• Resolve helpdesk tickets or escalated issues to appropriate team members.
