Being the Head of Divisions for Economic Missions in the Embassies of Ukraine, Ministry of Foreign Affairs of Ukraine – since November, 2011 - I developed and put into practice the General Directives to the Economic Missions of Foreign Diplomatic Missions of Ukraine (FDMU) along with the Methods and Criteria for evaluation of FDM activities in economic sphere. This Methods is based on mathematics and psychology, it was developed by Thomas L.Saaty in the 1970s and has been extensively studied and refined since then. The analytic hierarchy process (AHP) is a structured technique for organizing and analyzing complex decisions. It has particular application in group decision making, and is used around the world in a wide variety of decision situations, in fields such as government, business, industry, healthcare, and education.The General Directives includes several amendments which are:- topics and chapters of the Annual Report of the Economic Mission of FDMU;- main indicators and criteria of FDMU activities on economic direction;- manual for information support and exchange between departments of the Ministry of Foreign Affairs of Ukraine, the Ministry of Economic Development and Trade of Ukraine and other central executive bodies of Ukraine;- list of main macroeconomic indicators of the country of accreditation- Directives and instruction on country study.

Being the Head of Africa Bureau of the Ministry of Foreign Affairs of Ukraine I developed and run into force by Governmental Decree two State Program for Cooperation with Africa which include manual and directives to EDMU and other governmental institutions what to do&how to cooperate with Africa; completed the process of establishment of diplomatic relations with African states, as a result of this there were opened six new embassies; restored the practice of granting government scholarships to the African nationals (annually about 9000 of Africans come to Ukraine for studies); there were also opened several Ukrainian schools in Africa; the trade turnover between Ukraine and African states increased more than 20-times; it was provided humanitarian assistance to some countries; the cultural and humanitarian links are actively developing as well, etc.

Being the Head of Division for Cooperation with International Organizations of the Ministry of Economy of Ukraine I was responsible for the development of National Policy of Attraction of foreign Investments, aid, funds for business undertakings development, development&implementation of State Program for business environment development in Ukraine. In 1996 after careful analysis of National Accounts of Ukraine especially the annual taxes performance by small&medium enterprises in 1995 I came to original decision to establish Single Simplified Tax for Individual Entrepreneurs that was implemented in State Program for Small Business Development and resulted into State Law on Single Simplified Tax for Individual Entrepreneurs. This law became a powerful instrument for small business development in Ukraine. For the first time it was exercised in six cities in Ukraine but after a year of experiment it was extended in the country scale. I was also responsible for cooperation with international organizations (multilateral) and particular countries for business development in Ukraine.

Being the Head of Division for Cooperation with International Organizations and Foreign Countries of the State Agency For International Cooperation And Foreign Investment under the Government of Ukraine I was responsible for negotiation with international donors (including IFC, IBRD), international organizations, donor’s states, design, implementation and evaluation of technical assistance projects in different spheres in Ukraine.
