EU4 Energy Transition: Covenant of Mayors in the Western Balkans and Turkey is a multi-donor project that is jointly co-financed by the European Union and the German Federal Ministry for Economic Cooperation and Development and implemented by GIZ in Western Balkans and by the CPMA in Turkey.The EU Covenant of Mayors for Climate & Energy brings together thousands of local governments voluntarily committed to implementing EU climate and energy objectives. Covenant signatories commit to submitting, within two years following the date of the local council decision, a Sustainable Energy and Climate Action Plan (SECAP) outlining the key actions they plan to undertake.
