Managed a decentralized unit of 30+ people providing procurement and policy advice to 24 countries’ governments in more than 300 projects amounting to USD 30bn. • Ensured that adequate resources are in place for the delivery of the work program; recruited and developed talent consistent with changing needs.• Supervised complex procurement operations, provided policy advice, developed and strengthened the network of clients and development partners, including UN agencies.• Managed successfully the transition to the Bank New Procurement Policy aimed at promoting value for money with integrity in the use of public funds.

Lead Procurement Specialist (Latin America and Caribbean and Africa region) 2006-2015 Provided expert advice to the Regional Procurement Office in shaping the regional procurement policy, advancing the policy agenda in client countries, developing quality and control systems, supporting operations of high complexity.• Played a leadership role in advancing the public procurement reforms agenda in various countries including Mexico, Colombia, Grenada, Senegal, Rwanda, Mozambique, Mauritius. • Played an operational/fiduciary role overseeing the contractual components of large scale operations, inter alia: PTAR Bogota (Colombia), Urban transport (Mexico), Programs for Results (Mexico, Costa Rica), Lom Pangar dam (Cameroon), submarine cable ICT/PPP projects in East and West Africa as well as rapid response projects in fragile countries in the Caribbean and Africa region (e.g. South Sudan, Chad, Cameroon, DRC, Sierra Leone).

In charge of acquisitions in Bank projects, played an advisory role to Governments and embarked on cutting edge, innovative programs.• Championed the use of Supreme Audit Institutions in procurement oversight and piloted it in Indonesia. This project received the President’s award for building national systems and the approach has now been streamlined. • Led the Country Procurement Assessment in Vietnam as part of the Public Expenditure review exercise which led to the reforming of the legal and institutional framework to enhance efficiency of Government spending.• Launched the “procurement for results” agenda in four countries in the region: Vietnam, Thailand, Cambodia and Laos to promote the outcome dimension of procurement. • Managed the procurement activities under the transport portfolio comprising major complex contracts: in ports (Klaipeda-Lithuania, Durres-Albania), railways (Bulgaria, Romania), roads and urban transport (Romania, Croatia, Central Asia). • Helped developed Bank agenda in Romania in the field of agriculture and infrastructure.

Played a leadership role in the bank’s restructuring and commercialization in the context of Romania’s transition to a market economy. • Managed the establishment of its foreign exchange department and its network of correspondent banks which broadened the scope of the banking services that boosted the client base.
