Mr. Creech provided information assurance support for Headquarters United States European Command. Support included enterprise network certification and accreditation, risk and threat analysis, oversight of weekly Retina/ACAS scanning and patching, Security Technical Implementation Guidelines (STIG) compliance, command preparation for DISA audits, Federal Information Security Management Act compliance, ports/protocols and services compliance, vulnerability management, configuration management/control board (voting member), and security engineering for various new projects including the command Virtual Desktop pilot. Additional duties included command migration support, and Remedy helpdesk management support.
Information Assurance
Mr. Creech provided information assurance consulting and front office program management support for the U.S. Navy Acquisition Command Program Manager Warfare (PMW) 790, Shore Expeditionary and Integration Program Office. Support specifically included management and oversight of IA and C&A deliverables for 20+ major shore and ship Navy systems.His leadership was critical for organizing and delivering all documentation for programs and their key milestone decision schedules along the DoD acquisition life cycle. His timely and accurate organization reflected efficient scheduling, minimized cost, and ensured timely install and subsequent performance of new Navy enterprise capabilities. Mr. Creech managed 10-12 Booz Allen employees in San Diego, and 3-6 subcontractors providing IA support out of Charleston, SC for PMW 790 (support levels varied with projects). Finally he authored a peer review process for document review and an overall IA Management Plan for all teammates to adhere to, which has resulted in 100% accreditation and FISMA compliance rates.Mr. Creech led over 50 multiple day security test and evaluation events during his tenure at Booz Allen, which included implementation of STIG Guidelines, Retina and NMAP port scanning, intense software and hardware and network connectivity analysis, thorough interview of system and security administrators, site IAMs, system owners, and other applicable system staff. He has supported over 100 Navy collaboration meetings to discuss findings and overall DIACAP packages with the Navy Certification Authority (CA) and Designated Approving Authority (DAA). Finally Mr. Creech was the lead author for the Information Assurance section proposal for a 64.5 Million dollar contract awarded to Booz Allen Hamilton.
Information Assurance Analyst
Mr. Creech was a member of the Certification Unit in the Security Division of the Federal Bureau of Investigation (FBI), providing certification services to support the accreditation of new and legacy systems for the FBI in accordance with Director of Central Intelligence Directive (DCID) 6/3, FBI Manual of Investigative Operations and Guidelines (MIOG), DOJ Directive 2460.2D&E and NIST 800-26 (of the time), 800-30 and 800-53. He managed multiple system schedules; coordinating with the system owner, test team, and accreditation officials, to ensure all necessary certification and testing tasks were performed accurately and efficiently. Duties also included creation of Security Requirements Traceability Matrices (SRTMs), research and analysis required for completion of System Security Plans (SSPs), creation of Certification Test Plans and Results Documentation (CTPs, CTRs), Risk Management Matrices (RMMs), and Plans of Action and Milestones (POA&Ms).
Information Assurance Analyst
Mr. Creech developed, performed, and documented Security Test and Evaluations (ST&Es) based on National Institute of Standards and Technology (NIST) Special Publication 800-26 security requirements. His ST&Es were completed for the National Institute of Health Network (NIHNet) Payment Management System (PMS), under the Department of Health and Human Services (DHHS). His ST&E efforts were geared towards both a General Support System (GSS) and a Major Application (MA) as defined by NIST. Each of his test cases required precise requirements gathering/mapping, and the development of accurate test cases which thoroughly examined existing physical and technical security controls involving numerous interviews of DHHS personnel, careful observation of employee habits and overall security demeanor, as well as the gathering and analysis of existing documented policies.Mr. Creech developed the Trusted Facility Manual (TFM) and Security Features User Guide (SFUG) for United States Marine Corps C4/CIO. These documents include technical and administrative best practices for all roles within the system including Chief Information Officer, Program Manager, Information Assurance Officer, Designated Approving Authority, System Administrator, System Auditor, and end users. In these documents, Mr. Creech also described procedures and practices which included risk mitigation and management, account management, password control, incident response/handling, standardization and authorization of software, configuration management, disaster recovery, and a continuity of operations planning (COOP).
Information Assurance Analyst
Mr. Creech conducted physical security assessments and network infrastructure surveys for the Navy Marine Corps Intranet (NMCI) in over 100 buildings across Naval Station Norfolk, North Island Naval Station, 32nd Street Naval Station, Marine Corps Air Station (MCAS) Cherry Point, and Tinker Air Force Base. These assessments and surveys helped to specify COMSEC areas required for encryption devices and Protective Distribution System plans throughout Limited, Restricted, and Controlled Access Areas (LAA, RAA, CAAs). Mr. Creech’s surveys were based on DoD Information Technology Security Certification & Accreditation (DITSCAP) guidelines and assisted Raytheon in the Certification and Accreditation (C&A) of the NMCI infrastructure throughout classified and unclassified areas. He prepared design documents and presented information to other teams throughout the transitory process until full cutover of the site to the new NMCI infrastructure. He also created and provided NMCI boundary and encryption designs for these classified and unclassified networks. As part of a team supporting the US International Trade Commission (USITC), Mr. Creech installed new Windows 2000 Servers and upgraded 450 workstations from Windows 98 to Windows XP. He also worked with systems administrators to upgrade email servers from the Banyan Email client to Microsoft Exchange. He installed necessary tier 2 and 3 software on all machines and worked with the system administrator in development and deployment of group policies, and configuration of Active Directory. In addition, Mr. Creech provided tier 1, 2, and 3 helpdesk support following the migration.
