Isaac is the Senior Advisor for Learning and Evaluation at KABOOM! and leads the organization’s data, measurement, and evaluation work. This includes using GIS tools and data to identify communities to prioritize for new playspaces, as well measuring the effects of new playgrounds on children, residents, and communties.

Isaac manages, refines, and evolves VPP’s approaches and processes related to data collection, data reporting, and outcome measurement. He also is responsible for assessing the performance and effectiveness of VPP’s portfolio of investments, as well as VPP’s performance.

Isaac oversaw all data collection, data analysis, and evaluation activities for the DC Promise Neighborhood Initiative. This included the collection and aggregation of data from multiple sources, as well as working with partner organizations to improve the quality of data they collected for performance management purposes. Isaac also worked to help everyone in the Kenilworth-Parkside community improve their ability to use data and information to make informed decisions designed to improve the lives of children, youth, parents, and community residents.

At Child Trends, Isaac worked with nonprofits throughout the United States and Canada on the development and refinement of performance management and program evaluation systems with the goal of improving the quality of program services. Isaac’s research interests centered on identifying effective social service programming for high-risk populations and measuring the resulting outcomes. He also led or assisted research and evaluation projects focused on a number of youth development and collective impact issues.

Oversees all internal research and evaluation activities for Latin American Youth Center’s 50 programs. This includes the development, testing, and implementation of a cross-program database and outcomes tracking system. Assists program staff in the design, modification, and continuance of program evaluation activities. Collects and analyzes demographic and outcome data across programs to obtain useful information for program and organizational planning. Provides support to programs as necessary on all research and evaluation issues. Assists in fundraising activities through the development of evaluation plans and strategic planning documents designed to communicate current and future evaluation activities.

Served as project director and managed primary research and business activities on cross-site evaluation including all technical work, finances, business development, client management, and human resources. Technical work includes the tracking of demographic trends, cross-site comparison of process and outcome data, the provision of technical assistance and training sessions on topics related to program evaluation, and acting as primary author for all client deliverables. Also lead data collection activities for two research sites on additional evaluation project, which includes some supervisory functions such as oversight of data collection efforts, data collection instrument design and development, on-site interviews, and data analysis.He completed over 50 cross-site and program evaluations in areas ranging from youth development, youth violence, substance use and health service provision, educational strategies for urban youth, and gang prevention and intervention.

Instructed students on research strategies, public speaking, argumentation theory, debate techniques, presentation styles, and other communication practices for competitive university and college speech and debate competitions. Led the University of Rochester Debate Team to 9th and 6th place finishes in national rankings during two competitive seasons of coaching tenure.
