My duties comprised providing advice in the areas of nature and biodiversity (until July 2013), rural development, public irrigation, effective use of water for agriculture and sustainable land management.Moreover, I was part of the team providing support to the Ministry of Agriculture on negotiating the European Structural and Investment Funds (ESIF) to be implemented in Portugal from 2014 to 2020. At the same time, I have worked with several governmental teams as well as with different public administration teams on elaborating strategies and plans.Most of the subjects were accompanied with a transversal approach as I have interacted with several stakeholders at different levels.

As an expert in agricultural policy evaluation I participated in the evaluation of the measures applied to the wine sector in Spain under the Common Agricultural Policy (CAP) conducting three case studies: LaRioja, Castilla‐LaMancha and Comunidad Valenciana. In addition, I contributed to identify business opportunities and manage current project portfolio in the areas of food safety (Bangladesh); development of food value chains (Angola, Sao Tome and Principe) and rural development for Incatema’s department of international consultancy.

I have supported the organizing committee for the seminar series on “The future of food: Environment, Health and Economy” in designing and organizing seven sessions on the future of food and its implications on environment, health and economy.These seminars aimed at contributing to the debate by inviting experts in the various problem areas to share their knowledge and vision, as part of a wide-ranging and inclusive debate that promoted interdisciplinary dialogue and the emergence of new positions. The themes that were covered by these sessions were: General Context of Food Production and Consumption (March 2012); Food and Health (April 2012); Food and Development (May 2012); Food and Economics (June 2012); Food, Fisheries and the Environment (October 2012); Food, Agriculture and Environment (November 2012) and Food, Culture and Ethics (December 2012).

Maputo, Mozambique

Within a multidisciplinary team, I participated, at several levels in Environmental Impact Assessment Processes for major investment projects in Mozambique. My duties included: - field and desktop studies (biophysical and socio-economic baseline); - drawing the Terms of Reference for several Environmental Impact Assessment Studies; - coordination of specialist’ teams who were responsible for specific studies. I also had to compile all those reports to include them in a unique document part of the Environmental Impact Assessment Study (EIAs). - identify impacts from the project (environmental and socio-economic) and draw mitigation measures for these impacts; - construction of the environmental management plan, defining its monitoring programme and responsibilities - preparation and presentation of several public meetings aiming to gather comments and suggestion for the EIAs from interested and affected parties (government institutions, stakeholders and local communities). In addition, I was responsible for auditing environmental management plans and for the renewal of the environmental licences of Sugar Sector units.

My knowledge and skills were challenged in four main areas of work: - Evaluation of programmes and policies at several levels (national, regional and European); - Policy impact analysis at several levels (company; regional and sectorial), including data management and modelling (in excel); - Market studies for several sectors (agricultural machinery, seeds and fertilisers, animal feed) and socio-economic analysis; - Analysis of the technical and financial component of agro-industrial investment projects aiming its support under the third Community Support Framework (III QCA: 2000-2006) and under the Rural Development Programme (ProDeR: 2007-2013).
