As part of the Defence Nuclear Safety Regulator (DNSR) within the MoD, I am responsible for regulating Authorisation conditions for the Naval Reactor Plant within the submarine build and assurance environments against DSA DNSR 02 & 03. I am responsible for the assessment of Nuclear and Radiological Safety decisions for the Astute and Dreadnought Class submarines in build, of the supporting infrastructure, and the safety justifications underpinning them. My role evaluates day-to-day Nuclear Safety within delivery projects, and also the through-life nuclear safety, assuring that the intended design is achieved in-build, and at key milestones.I have delegated authority to strategize, plan and execute series of interventions, independently or joined-up with the Office for Nuclear Regulation (ONR), to gain assurance that the Authorisee is compliant with their responsibilities through a combination of the following interventions: Inspections of management arrangements, judgement of adequacy and implementation of said arrangements, review of safety justifications and the assessment of emergency response demonstrations.
The Nuclear Faculty, Defence Academy, Hms Sultan, Portsmouth
Based at HMS Sultan, an engineering training establishment, the Nuclear Faculty provides education and training for service and civilian personnel working in support of the Naval Nuclear Propulsion Programme. As a naval officer serving within this predominantly Civil Service organisation, my leading responsibilities were to manage a number of high-profile courses and to deliver a substantial teaching volume as a key member of the lecturing staff. As one of the departmental subject matter experts, I combined my 20+ years of submarine engineering and operational experience with recent academic knowledge to train and mentor 300+ MoD personnel and industry partners per year in PWR operational reactor physics, and nuclear safety subjects (introductory to MSc level). I additionally delivered courses in other areas, including core reactor physics, systems training and safety case awareness. I led the internal training design review of a number of courses and was able to represent the Faculty in a Level 5 cross-industry training design forum. I mentored students to deliver post-graduate projects and held divisional and administrative responsibility for a small team of naval staff.

A one-year full time MSc reading Nuclear Technology and Safety Management Arrangements, combined with the Defence Academy's Nuclear Advanced Course. Subjects included core engineering disciplines, complimented by corrosion, radiation, shielding and safety case methodology subjects. A busy primary plant maintenance package of work followed, where I contributed to the management and leadership delivering a novel and technical major engineering evolution. Often gapped within a small management team, I routinely assumed higher responsibilities, interfacing with primary and specialist contract support, and ship staff to effectively deliver the required results.
Chief Engineering Artificer (mechanical) and leader of a section charged with keeping the oldest submarine at sea, unsupported, East of Suez for 10 months. On return I oversaw the transition of the Department staff following submarine Decommissioning, into a supporting role as Turbulent moved into long-term storage.
