After service as a Naval Officer, from 1970 to 1978 Jack worked in the Massachusetts state government, in Administration and Finance developing program management systems in public safety and environmental programs for the new structure of Cabinet Secretaries, as Special Assistant to the first Secretary of Environmental Affairs, and as Secretary of the Metropolitan District Commission. After graduation from law school in 1978 until 2012, he was a partner in three Boston law firms, Gaston and Snow, Peabody & Arnold and Burns & Levinson, specializing in permitting major development projects, commercial leasing and representation of architectural firms. In 2012 he left law firm practice to become Vice President and Counsel of Elkus Manfredi Architects, which he had incorporated in 1988. In 2018, he retired as Counsel Emeritus.
