Directly managed and provided oversight for F&ES contract involving 405 fire personnel, supporting 8 main HUB /FOB’s and an additional 62 smaller FOB’s. Responsibilities included providing leadership for Fire Services contract through planning, organizing and directing day to day operations of all aspects of fire protection and prevention programs. Managed all aspects of F&ES on programs and policies at the project level. Organized, developed, and published work and training schedules that will direct the functions within the F&ES program. Maintained a positive working relationship with other Functional Managers and participated, when necessary, regarding project management and program management developments that might affect F&ES. Worked with Prime F&ES Fire Chief regarding distribution of vehicle assets throughout Northern Afghanistan. Ensure the Safety of all firefighters, using guidelines per NFPA 1500. Streamlined subcontractors programs to increase efficiency, performance and accountability. Program areas include Administration, Training, Operations, Fire Prevention, Emergency Communications and Logistics. This entailed 7 major Fire Departments strategically situated throughout Northern Afghanistan. Besides providing suppression both on the airfields and structural areas, this including a robust prevention program at 62 satellite FOBs throughout the AOR. Collectively this including managing and staffing in excess of 405 personnel and over 40 major firefighting apparatuses and an additional 20 plus support vehicles.

Hired on with ITT Mission Systems as a Deputy Fire Chief with LOGCAP IV TO5. Within 5 weeks of being on project, promoted to the position of AO Fire Chief and reassigned to the largest AO in theater with oversight of 64 assigned personnel with fire protection and fire prevention services. Duties included but not limited to fire suppression, rescue operations, hazardous materials responses, training, pre-fire planning, fire prevention and contingency operations in support of military expeditionary forces under LOGCAP IV TO5. During my tenure while under my leadership Fenty Fire Department never received any Corrective Action Response (CARs) from Defense Contract Management Agency (DCMA) over the past 12 monthly audits maintaining contractual compliance. I have been able to maintain boots on the ground without reducing staffing due to antiquated equipment. Rebase line staffing matrix requirements due to equipment failure. Established a solid rapport with both the customer and client to ensure day to day operations ran smoothly. Developed brochure to promote ITT core values coupled with fire department services and a VIP brief for all senior level military officers and/or Fluor/ITT leadership

Served as District (Installation) Fire Chief. This includes direct supervision and oversight for 57 firefighting personnel, which includes 6 fire stations with 7 engines, 1 105’ ladder truck, 3 HazMat vehicles and 2 front line ALS ambulances. I had oversight of the entire regional fire department’s special operations division which included but not limited to HAZMAT/WMD/CBRNE, Confined Space Ops, USAR, High Angle Rescue and Open Ocean Rescue programs with inventories well over a million dollars collectively. The region’s HAZMAT/WMD/CBRNE was considered the premiere program from CNIC F&ES as well JPM Guardians program under my direction. As a result of this accomplishment I was asked to assist other regions not just Navy wide but across the services to assist and formulate plans to produce similar results with their respective programs. I delegated and provided guidelines and direction for consumables and out-year projections. Administrative responsibilities included writing SOP’s, SOG’s and departmental policies at the Region Level. This also included providing the appropriate budgetary numbers in the lanes that I have responsibility for Region wide.
