Radiation/Nuclear Detection System AcquisitionProvided Test & Evaluation support to the Domestic Nuclear Detection Office (DNDO) RITC Program to plan and execute Technology Demonstration and Characterization (TD&C) testing of active (spectrographic) and passive (radiographic) radiation/nuclear detection systems. Performed data analysis and preparation of test reports. Participated in the T&E Working Group (TEWG). Prepared T&E documentation as required to enable detection system TD&C testing. Provided T&E support to the DNDO Active Interrogation Program to plan and execute TD&C testing, perform test data analysis and prepare test reports. Developed test plans for the technology demonstration and characterization testing of the selected variants of Commercial-of-the-Shelf (COTS) Cargo Inspection Systems for Nuclear Threats (CSINT). Developed Preliminary Concept of Operations (P-CONOPS) for use in the development of system acquisition. Responsible for field validation and operational testing of the Advanced Spectroscopic Portals – Cargo (ASP-C). Prepared test observation reports (TORs) and resolved test issues. Participated in the identification and monitoring of test-related risks. Managed the Risk Register data base in support of the risk management process. Participated in Data Analysis Working Groups to ensure ASP-C test objectives and data analysis methodology met verification and validation requirements established by system engineering. Responsible for the technical performance and integration of the Handheld Radiation Detection Devices for Small Area Search and Secondary Screening. Developed and executed systems engineering processes (Requirement Development and Management, Verification, Configuration Management, Risk Management, Trade Analysis, and Defect Reporting and Resolution).

Served as the Marine Corps Operational Test Project Officer (OTPO) for Joint Sensor and Decontamination Programs within the Chemical, Biological, Radiological, Nuclear (CBRN) Branch of MCOTEA. These Joint programs are administered by the Joint Project Executive Office (JPEO) for Chemical and Biological Defense. Provided coordination to the JPEO and other service test agencies to ensure that MCOTEA requirements were implemented per the Joint Memorandum of Understanding/Agreement. Responsibilities included executing detailed test plans, supervising test team members, coordinating facilities and logistical support, completing test events as planned, overseeing data collection and data quality control, and providing daily sit reps to the Director, MCOTEA. Participated in risk reduction testing during Developmental Testing (DT) while developing risk mitigation strategies designed to reduce impact on cost, schedule, and performance. Supported the US Army’s risk management process as the lead service for acquisition and test. Responsible for ensuring that all programs were in compliance with the Joint Capabilities Integration and Development System (JCIDS). Developed CBRN Test and Evaluation Master Plans (TEMPs) while participating in Integrated Product Teams (IPTs) and Test Integration Working groups (TIWGs). Acted as the MCOTEA voting member on Failure Definition and Scoring Conferences (FD/SCs). Monitored financial and equipment issues impacting CBRN programs. Coordinated with Operating Forces for personnel and equipment requirements for the conduct of Operational Test and Evaluation (OT&E) events. Interfaced with all test participants in carrying out the full range of OT&E responsibilities.

Provided technical and analytical support to the Combat Operations Center (COC) Program. Duties included preparation and review of technical documentation, engineering specifications and requirements, and program documentation to implement cost effective solutions for existing and emerging requirements. Provided government oversight in the risk reduction developmental testing of the new division level COC at the primary integration contractor’s facility. Worked closely with the Joint Interoperability Test Command (JITC) in obtaining interoperability certification for COC. Prepared the Tailored Information Support Plan (TISP) and facilitated its progress through the staffing process and approval by the Joint Staff. Participated in the COC Risk Review Board and all of its processes. Served as the COC Safety Engineer responsible for preparing safety releases and performing safety walkthroughs. Participated in the MAGTF C2 engineering community in the development of a services oriented architecture (SOA) for the next generation COC. Provided support to Ground Transportation & Engineer Systems (PG15 GTES) through the development of multiple fielding plans for Improvised Explosive Device (IED) related programs. Provided technical and analytical support to the Air Defense Weapons Program Manager (MAGTF C2, Weapons & Sensors Development & Integration) and Complimentary Low-Altitude Weapon System (CLAWS) program. Guided the test program through developmental tests and a successful operational test. Performed SSDS (Ship Self Defense System) full lifecycle software Independent Verification & Validation (IV&V) activities. Performed system test at various SSDS facilities in support of ship’s lifecycle events and tests.

Responsible for system testing the AEGIS Configuration and Control Engineering Status System (ACCESS) database, which supports acquisition and maintenance of ACS equipment and computer programs. Developed test plans to evaluate changes to the ACCESS operating system. Authored business test scenarios to trace the lifecycle of data and functionality. Generated test scripts/exercises for use during formal testing. Performed as test engineer in the planning, setup, conduct, evaluation, and follow-up of all test exercises. Produced interim and final test reports, documenting the full test lifecycle and results. Validated and verified each upgrade to ensure increased end user proficiency.

Provided daily support to the ACS Ship Integration Engineers (PMS 400B63) including engineering, management, and technical support for integrating backfit changes into the ACS. Served as the Database Architect for the Aegis Availability Planning Module used for planning the installation of retro fit changes on Aegis platforms. This involved identifying emergent requirements and implementing these changes in these changes as upgrades to the data base. Ensured that the data base supported all necessary elements for availability planning which included logistics, scheduling, funding, training, and documentation. Provided engineering analysis to ensure that backfit changes were fully prepared before presentation at the appropriate change boards. Provided analytical input to the Program Planning Programming Budgeting and Execution (PPBE) and conducted analysis and investigation to assist in resolution of fleet combat system problems. Executed ACS CM responsibilities including tasks, processes, and procedures. Analyzed and reported on technical data flows, data base effectivity, resource allocations, program activities, and major program issues and action items. Performed technical liaison within the AEGIS community (government, industry, and support contractor personnel) to ensure program level issues were resolved. Identified problem areas and risks, generated plans for problem resolution; evaluated and presented potential solutions or mitigations; and generated necessary policies, briefs, plans, instructions, and operating procedures to effect the selected solution. Created and maintained the PMS-400B Risk Management data base in an Excel format. Led the system test effort for database upgrades in addition to fielding the new systems and providing training to the Aegis community (Train the Trainers).

Provided on-site support in day-to-day operations in the Navy Space and Warfare Undersea Surveillance Project Office (PDW 124) Plans and Programs Division for systems acquisition. Provided analytical input to the PPBE and implemented/evaluated financial software systems for establishing databases. Generated the user requirements document necessary to move from paper and pencil ledgers to automated data processing and worked closely with developers to ensure proper implementation of user requirements. Performed services as system tester and trainer in order to ensure end user proficiency. Maintained computer databases for various fiscal appropriations (RDT&E, OPN, O&MN, SCN and FMS) and monitored the FYDP/POM for budget changes/alterations. Recovered over $2,000,000 in lost funds through reconciliation of accounts. Authored reclamas designed to recapture program funding cuts. Produced Life Cycle Cost Estimates (LCCE) for various ship classes sponsored by the project office.
