Jack Robb is Chief Legal Officer, Senior Vice President, General Counsel and Chief Compliance Officer for ODEC, a generation and transmission electric cooperative serving load in Virginia, Maryland and Delaware. Jack is an energy and construction attorney with particular focus on power supply contracting, regulatory affairs, major procurements, compliance and governance. Jack helps lead ODEC’s Legal and Regulatory Affairs Department and has experience with FERC, NERC and PJM issues. Jack is a member of ODEC’s Risk Management Committee. Jack advises ODEC’s Senior Management Team and Board of Directors. Jack is a seasoned litigator. He has successfully defended power plant owners in construction disputes and has recovered claims on behalf of contractors and equipment manufactures providing services in the energy industry. Jack has helped construction companies in delay, defect and acceleration claims, and Jack’s representations have involved closely held companies, insurance, bonding, financial institutions, tax, business tort, permitting and real estate.Jack is a former partner of Miles & Stockbridge, a mid-Atlantic law firm headquartered in Baltimore, Maryland. Jack is a former LeClairRyan equity partner, where he started as a summer associate and contributed to the firm’s construction industry team. Jack also served for two years as COO and Chief Legal Officer of a finance company based in Richmond, where he gain business and technology experience and managed teams performing contract negotiations, corporate transactions, analytics and underwriting.Jack is a member of numerous professional, energy and construction industry associations. Jack is Vice- Chair of the Virginia Bar Association’s Law Practice Management Council. Jack was honored by Best Lawyer’s in America as Attorney of the Year for Richmond Construction 2023. Jack has been recognized by Virginia Business magazine as one of Virginia’s “Legal Elite” and Law and Politics magazine as a Virginia “Super Lawyer.” He has been honored by the Richmond Bar Association with its John C.
