Cecil “Jack” Way is extending his wide-ranging experience in federal cyber security, financial systems, process improvement, data analysis, management, and governance to solve problems for state, local, and private sector clients. He has established at least eight cross functional Program Management Offices (PMO) and built data analytics teams through firsthand leadership in program and project management, product ownership, communications, strategic planning, and IT systems development. He has successfully grown client bases for 17 years through expert insight into federal policy and operations. For 13 years, Mr. Way was a federal leader, serving as a Branch Chief, Contract Officer Representative (COR), and senior manager. He has excellent oral and written communication skills, extensive IT knowledge, and superior program management skills. He is a strong facilitator that has brought together insurance industry work groups, vendors, and federal leaders to agree on strategies and requirements while managing multiple project teams. He is a PMI Certified Project Management Professional (PMP), Certified Enterprise Architect (CEA), Certified Information Security Systems Professional (CISSP), and has earned a Master of Science in Public Policy and Management from Carnegie Mellon University. He established data sharing working groups that developed data stewardship policies and practices to ensure personally identifiable information (PII) remained secure while stakeholders have robust analytics they need to meet goals and objectives.
