Serve as Director of Health Information Services (Chief, PAD) at Brooke Army Medical Center in San Antonio, Texas. Responsible for the daily operations, supervision, management of admissions and dispositions, birth registrations, decedent affairs, inpatient/outpatient records, air evacuation services, patient travel, release of information, medical transcription services, inpatient/outpatient coding, Integrated Disability Evaluation System (IDES). Responsible for patient tracking in support of Combat Operations and routine outpatient medical travel. Ensure the Patient Administration Division remains compliant with Joint Commission and HIPAA standards/Laws. Lead the Patient Reception and Registration Teams under the Incident Command System and a diverse staff of 207 employees. Both inpatient and outpatient services are provided at BAMC by approximately 8,500 staff members, including active duty military personnel from each of our uniformed services, Public Health personnel, federal civilians, contract employees, and volunteers. As the largest military hospital in our Nation, designed to care for up to 425 inpatients, BAMC provides safe, quality, evidence-based care for our military and civilian patients. As the sole verified Level I Trauma Center within the Department of Defense (DoD), BAMC simultaneously provides emergency services during 80,000 Emergency Department visits annually and serves as the premier medical readiness training platform for both the Army and the Air Force. BAMC providers also care for more than 4,000 patients each day during visits to its five separate outpatient clinics

Responsible for the daily operations, supervision, management of admissions and dispositions, birth registrations, inpatient/outpatient records, air evacuation services, release of information, medical transcription services, inpatient/outpatient coding, third party collections (billing), Integrated Disability Evaluation System (IDES), and treasury functions. Responsible for patient tracking in support of Combat Operations and routine outpatient medical travel. Ensure the Patient Administration Division remains compliant with Joint Commission and HIPAA standards/Laws. Lead the Patient Reception and Registration Teams under the Incident Command System and a diverse staff of 135 employees.

The TPMRC-West supports the patient movement enterprise for a geographical area comprising the 52% of the Earth’s surface within the PACOM AOR and Antarctica. The TPMRC-West fields patient movement requests (PMRs) from 22 MTFs, 5 fleets, 55 embassies, and multiple National Science Foundation research stations in Antarctica. These PMRs are administratively and clinically validated to make them requirements for movement under USTRANSCOM authority. TPMRC-W also has an expeditionary role within the framework of Joint Patient Movement Expeditionary System (JPMES) in support of medical OPLANs, humanitarian operations, Defense Support of Civil Authorities (DSCA), and other contingency operations for the PACOM AOR. Additionally, the TPMRC-W staff is tasked to build collaborative relationships with our PACOM MTFs and PACOM component service medical leadership to ensure seamless 24/7/365 AE. This is done through DCO USTRANSCOM Regulating and Command & Control Evacuation System (TRAC2ES) training, site training visits to AOR MTFs, and active collaboration with PACOM AOR medical leaders for AE and military exercises. As the Director of Administrative Operations I direct operational aspects of the 24-hour PMRC and serve as liaison with Department of Defense (DOD) Medical Treatment Facilities (MTF), Department of Veterans Affairs (DVA), and external agencies on patient movement (PM) issues. I am responsible for coordinating all administrative requirements for Secretarial Designee status and politically/diplomatically approved patient moves. I facilitate coordination of URGENT, PRIORITY, ROUTINE and SPECIAL patient moves using multi-modal transportation assets. I also serve as the functional expert on the USTRANSCOM (United States Transportation Command) Regulating and Command & Control Evacuation System (TRAC2ES) for DOD. I deploy to Joint Patient Movement Requirements Centers (JPMRC) and Joint Patient Movement Teams (JPMTs).

Served as Chief, Patient Administration Division at Evans Army Community Hospital in Colorado Springs consisting of 78 inpatient beds, four community-based Health Clinics, and three Satellite Clinics, serving a population of over 165,000 beneficiaries. Responsible for the daily operations, supervision, management of admissions and dispositions, birth registrations, inpatient/outpatient records, air evacuation services, release of information, medical transcription services, inpatient/outpatient coding, third party collections (billing), and treasury functions. Served as liaison for Medical Evaluation Board processing under the Integrated Disability Evaluation System (IDES). Responsible for patient tracking in support of Combat Operations (OEF/OIF/OND). Ensured the Patient Administration Division remained compliant with Joint Commission and HIPAA standards/Laws. Led the Patient Reception and Registration Teams under the Incident Command System. Led a diverse staff of 125 employees with a annual budget in excess of $5 million.

Served as the Chief, Patient Administration and Officer (Health Information Management Chief) as well as OIC of Administrative Services (COO) for a deployed Combat Support Hospital providing Inpatient and Outpatient combat health services in direct support of Brigade Combat Teams. Serves as the principle staff officer and leader for all Administrative services on behalf of the TF21 Commander (CEO). Directed the activities of the Administrative staff (COO) and led the Iraqi Interpreters/Physicians as well as casualty liaison teams. Responsible for coordination and execution of Aeromedical Evacuation services, Admissions and Dispositions, medical records, patient bio statistical reporting (Population Health), patient trust fund, health information privacy.

Completed Master's Level Residency for the Army-Baylor University Graduate Program in Health and Business Administration for Evans Army Community Hospital. During the residency year I applied the theories, concepts, principles and techniques involved in the planning, management, and delivery of healthcare services. I performed management analysis on behalf of the CEO and conducted evaluations of all outpatient clinics, inpatients clinics, operating rooms, and satellite clinics. During the residency I implement the Integrated Disability Evaluation System (IDES) in coordination with the Denver VA and VBA offices. My Graduate Management Project (Thesis) resulted in the construction of an entirely new Inpatient Psychiatric Unit at Evans which opened in 2014.

Served as the Deputy Chief, Patient Administration Division (PAD) for a 450 bed Level1 Trauma Center and teaching hospital with a beneficiary population of over 392,000. Responsible for the daily operations, supervision, management of admissions and dispositions, birth registrations, inpatient/outpatient records, air evacuation services, release of information, medical transcription services, inpatient/outpatient coding, third party collections (billing), and treasury functions. Served as liaison for Medical Evaluation Board processing under the legacy Disability Evaluation System. Responsible for patient tracking in support of Combat Operations (OEF/OIF). Ensured the Patient Administration Division remained compliant with Joint Commission and HIPAA standards/Laws. Managed the Installations Ground Ambulance contract with AMR valued at $800,000 annually and managed the Division's supply budgets.

(CEO) Company Commander of three staff companies simultaneously (Bravo Company, Medical Holding Company, and Medical Retention Processing Unit) at Brooke Army Medical Center, Fort Sam Houston, Texas. Responsible as Commander for 780 Soldiers assigned to 4 departments and 38 work sites across the Installation. Responsible for command and control, military readiness, discipline, health and welfare, morale, safety, and training of all assigned/attached personnel. Ensured compliance with all Department of the Army programs: Equal Opportunity, Alcohol and Drug Abuse Prevention, Army Physical Fitness, Re-Enlistment, Professional Filler System (PROFIS), dental and medical readiness, and all administrative processes. As Commander of the Medical Holding unit and MRPU I was able to work directly with our Nation's War Wounded coming back from Operations Iraqi Freedom and Enduring Freedom. I was directly responsible for ensuring that the wounded Soldiers were being taken care of administratively while they recovered from combat injuries.

As Personnel Chief served as primary staff officer for personnel management of a 504-bed Field Hospital with a total authorized strength of 439 personnel. Responsible for the administration and execution of evaluations, rating schemes, strength management, military awards, finance, personnel actions, officer personnel management, personnel readiness, Served as the public affairs officer, civil military affairs officer, and principle coordinator with installation services and civilian agencies.As Patient Administration Chief: planned, organized, directed, and controlled patient administrative services in a variety of healthcare settings, focusing primarily on contingency and field operations. Collected and analyzed patient and institutional data for research. Assisted medical staff in evaluating quality of patient care and in developing criteria and methods for such evaluations. Advised the Commander (CEO) on issues pertaining to patient services, medical regulating, served as advisor on matters pertaining to health services facility management, organization, operation, professional staff functions, and Army Medical Department standards.

Served as the Executive Officer (COO) for an Outpatient Clinic with a beneficiary population of over 45,000 active duty Soldiers, family members and retirees. Responsible for the Clinic's administrative services to include: Financial Management, Logistics, Building Maintenance, Personnel Services, Plans and Operations, Civilian and Military evaluations and appraisals. Additionally responsible for creation and maintenance of 6 provider schedules and clinical support operations. Led the clinic to adopt 'Open Access' standards as part of the Army Medical Department's performance improvement initiatives.

Served as the COO for a 35-man Mobile Medical Treatment and Evacuation team. Responsible for planning, coordination, and execution of Health Service Support to 750 Combat Infantry Soldiers assigned the 1st Battalion, 36th Armored Infantry Regiment. Planned and facilitated daily medical treatment in the fixed clinic as well during combat maneuvers. Responsible for the maintenance, readiness, and tactical use of 8 Armored Ground Ambulance, 2 Armored Treatment vehicles, and 3 general purpose command-control / supply vehicles.
