Mr. Jacob Decker has been Director of Project Controls for multiple firms responsible for developing detailed estimates, budget deconstructions, change requests, and conceptual budgetary estimates for energy projects. Other duties include developing detailed work plans for permitting, developing project specifications, working with and assisting in procurement of contractors and vendors, and assisting program estimators in budget development.Mr. Decker has extensive experience in working on large programs for both the Program Management Office (PMO) and Execution Programs within the Energy Sector. As a member of an integrated program team he works closely with the overall management organization including client representatives. Mr. Decker’s experience working on highly visible and complex projects has provided a unique experience to properly develop and manage program and execution estimating policy and procedures based upon geographical regions.
