Mr. David is a Managing Consultant in Guidehouse’s Financial Management practice. He is a subject matter expert in Activity Based Costing (ABC) and in development of predictive cost models for Federal agencies with User Fee charges. He has experience presenting results to agency leadership, appropriation committee staff, the General Accountability Office and the Office of Management and Budget.Mr. David has more than twenty years of experience leading cost and fee engagements with the Departments of Justice, Homeland Security, Defense, Commerce, Agriculture, Transportation, Treasury, Interior, and Energy. He has served public and private sector clients in a range of disciplines including project management, budget and performance integration, metrics and reporting, business process analysis and redesign, fee setting, and cost modeling.
