Jacquelyn White joined UnitedHealth Group/OPTUM, in November 2012, where she served as Senior Vice President of Strategic Initiatives before moving to Medicare and Retirement business in March 2015. Through its businesses, UnitedHealth Group serves more than 100 million worldwide and ranks sixth on the list of Fortune 500 companies with revenue in excess of $143 Billion.Ms. White served as Deputy Executive Secretary to Department of Health and Human Services managing national priorities for over 250 programs prior to joining UnitedHealth Group. In that capacity she directly served six HHS Cabinet Secretaries managing a broad portfolio of issues striking in their variety, ranging from the largest programs in government – Social Security, Medicaid, Medicare, to the smallest – improving infant health, providing meals for the elderly, job training, ensuring access to health clinics, and Head Start. Ms. White also managed the decision-making and regulatory processes where 400 regulations were under development at any one time to ensure that national priorities, agency-wide goals, and program priorities were achieved. She provided policy advice and recommendations on the full complement of issues facing the Department, with a budget of over $400 Billion.Ms. White also served as a Senior Executive in the Centres for Medicare and Medicaid Services (CMS), the largest health insurance organization in the world. As the Director of Strategic Operations and Regulatory Affairs she provided leadership and advocacy on policy and regulatory matters. She also managed CMS’s decision-making process involving the resolution of complex policy issues, i.e. Affordable Care Act and Medicare Modernization Act. She managed the critical CMS systems for five CMS Administrators. Ms. White earned her Bachelor’s degree in Management and Technology from the University of Maryland in 1986 and a Master’s degree in Public Policy/Administration from the American University in 2001.
