Reporting to a 17-member Regional Council through the Mayor, led a multi-disciplinary team of about 5000 to deliver on Council’s priorities. Led strategic and business planning, presented and implemented annual budget of about $1.4 billion. Reporting to the Mayor and City Council, the City Manager is accountable for providing the Chief Administrative Officer function for the Corporation of the City of Moncton. I oversaw the daily operations of the City within the by-laws and policies established by City Council with the aim of meeting the objectives set by the Mayor and City Council. I managed a team that includes over 600 team members in a multiple union environment and approximately $200 million in annual budgets.

• Responsible for providing the Minister with policy and political advice in relation to his duties as Minister of Veterans Affairs, Regional Minister for NB and a member of Federal Cabinet committees of Social Affairs and Foreign Affairs and Security.• Responsible for working closely with the Prime Minister’s Office, other Ministers’ offices, the Premier’s office, municipalities, private enterprise, non-governmental organizations in New Brunswick regarding the funding of commercial and non-commercial projects including major infrastructure projects.• Played a key role in negotiating a $689 million highways agreement and a $99 million Building Canada agreement related to municipal water and wastewater infrastructure. • For Veterans, a major deliverable was the creation of a $100 million Federal fund to allow for a $20,000 ex gratia payment to those who qualified under the Agent Orange program. • Played a key role in determining the mandate of Canada’s first Veterans Ombudsman and served on the interview panel that ultimately advised the Minister to recommend the appointment of the Ombudsman by Order-in-Council.• Facilitated the adoption by Government of Canada’s first Veterans Bill of Rights.• Worked closely with the Deputy Minister to provide Veterans with the services for which they qualify and develop policy options for consideration by the Minister and Government.• Played a key role in having the Harper government, within two and one-half months of taking office, launch the New Veterans Charter, the most substantive changes to benefits for Canadian Forces Veterans since World War 2.

(PHL) and the Regional Development Corporation (RDC); Chairman of the New Brunswick Deputy Ministers’ Information Technology Strategy Steering Committee (ITSSC). Managed a budget of $55 million; collecting over $500 million in revenues on behalf of Government departments and municipalities; and directed the work of 700 employees, 70% of which were bargaining employees. • Directed the development and implementation of a three-year business plan; the development and adoption of legislation, regulations and policy; supported the front-line delivery of over 270 public services delivered on its own behalf and that of a dozen provincial departments, the Federal government and numerous municipalities.• As the Deputy Minister responsible for Innovation and eNB, led the development of the second eNB Action Plan involving hundreds of stakeholders.• As founding director and secretary-treasurer of the New Brunswick Innovation Foundation, played a key role in funding dozens of innovation projects within academe and the private sector, leveraging well over $100 million in private and institutional funding. • As a Commissioner of the NB Lotteries Commission, advised Government on matters pertaining to lottery schemes.• As Director of the Atlantic Lottery Corporation, represented the Province’s interests in the company in collaboration with the NB Deputy Minister of Finance.• As Director of PHL and RDC, provided guidance, support and direction to those Crown Corporations in relation to their mandates.• As Chairman of ITSSC, provided leadership in relation to Government-wide information technology strategies.

DM Business New Brunswick and eNB; Chairman, New Brunswick Industrial Development Board; Director, Regional Development Corporation; Director, Provincial Holdings Ltd. • Led teams that devised economic strategies and delivered programs related to business development, retention and expansion; business financing; investment attraction; immigration; repatriation; industrial infrastructure; and sector development. • Led hundreds of business financing arrangements involving repayable loans, forgivable loans, loan guarantees, equity investments and wage subsidies. These often involved multiple partners such as chartered banks, other financial institutions, Atlantic Canada Opportunities Agency and venture capital firms.• As Chairman of the NBIDB, provided advice Minister of Business New Brunswick and a Cabinet Committee in relation to all requests for financial assistance for private sector companies under the NB Economic Development Act and other statutes.• Played a leadership role in the creation of the province of New Brunswick’s Prosperity Plan, Innovation Agenda and NB’s first eNB action plan.• Facilitated record job growth in the Province – averaged 5000 new jobs per year.• Brokered a $50 million broadband infrastructure project in partnership with Aliant, the Province and the Federal government resulting in enhanced broadband services for 90% of citizens and businesses and 100% of institutions, a first for Canada.• Led the Province’s immigration attraction effort through various programs in collaboration with the Federal government, regional economic, social and multicultural groups.• Negotiated an agreement with the Federal Government related to the establishment of the Community Economic Development Agency Network.

• Provided leadership to a professional team focussed on regional socio-economic development through initiatives such as Federal-Provincial agreements.• Worked closely with senior elected and appointed officials at all levels of Government• Recommended infrastructure investments to the Premier of New Brunswick.• Coordinated the implementation of an economic and social development action plan through various Provincial and Federal government departments in collaboration with the private sector, municipalities and the Premier’s Action committee for Economic Development of the Acadian Peninsula.

• Appointed the first President of the organization (owned by Greater Fredericton’s 14 municipalities and funded by those local governments, the Province of New Brunswick and the Atlantic Canada Opportunities Agency).• Reporting to a 25 member Board of Directors through the Chair, tasked with providing the necessary leadership and direction to ensure that the Corporation achieved its objectives (it was a regional economic development corporation involved in business development, expansion, retention and attraction); leading the team that attracted NRC, CIBC, Bombardier, Delta, Marriott, Enbridge Gas NB, RMH TeleServices, and Cendant Canada to Greater Fredericton; planning, coordinating and establishing the Greater Fredericton Knowledge Park, a R&D-focussed park involving the City of Fredericton, Provincial and Federal Governments, NBTeI, the University of New Brunswick, a property management company and the Bank of Montreal.• Successfully delivered six annual international technology conferences called TExpo (co-chaired four (advanced training technologies, telehealth, geomatics and E-business ). • Recognized by Atlantic Business magazine in 2000 as one of the top 50 CEOs in Atlantic Canada. • Built a team comprised of over 200 volunteer champions supported by 10 staff members and several Champion task forces, e.g. Knowledge Industry; Film and Video; Human Resources; and Venture Capital. • Led the region’s employment growth efforts resulting in 6,700 net new jobs in 5 years.• Recognized as the region’s voice and authority in terms of economic development.• Developed a strong network involving the public and private sectors, and academe.• Led the development of a submission that attracted two Top 10 Cities for Business Awards by the Globe and Mail (1995 and 1997).• Established a joint venture between the University of New Brunswick, the GFEDC and the private sector in terms of on-line courseware products.

As Sales Manager, I coordinated the efforts of the sales staff with personal responsibility for national sales development.

Developed sales and serviced accounts throughout Gloucester County. Products included stationary and office equipment (furniture, photocopiers, etc.)

This was a newly created position with the objective of expanding the market possibilities in the commercial printing field. Duties included job estimates, sales and public relations, particularly in the francophone areas of New Brunswick. In four years, raised sales volume from $100,000 to $850,000.
