I joined the U.S. Army- Louisiana National Guard on my seventeenth birthday with the intent to pay for college and improve the prospect of becoming a federal law enforcement agent. I am lucky to have served with thousands of great Americans all over the world in both the U.S. Department of Defense and U.S. Department of Justice. I have dedicated my life to serving others in three different careers and now apply those lessons in a fourth career with the Louisiana Governor's Office of Homeland Security and Emergency Preparedness. I have followed a process in all leadership assignments:Vision- Motivation and morale as it applies to the welfare of people is the most important aspect of leadership.Personal Mission Statement- Leadership is not about personal achievement, leadership is about impact to those around us. Daily Key Tasks- 5 inherent tasks to being a good teammate in life:Do my Job...Try hard...Never quit...Have fun...Provide leadership at the critical time.Goal- Don’t just be a leader, strive to be the best leader I can be with the goal of being a rare leader in the lives of people. Director- Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP): 2024-Present, The Louisiana GOHSEP (cabinet level agency) currently has a yearly operating budget of over $3Bil coming from various sources of state/federal funds. As an agency, GOHSEP has 315 employees and is broken down into six major divisions: Cyber & Emerging Threats, Emergency Management, Financial Operations & Administration, Hazard Mitigation, Security & Interoperability and Public Assistance. There are also nine field regions statewide across Louisiana. I am fortunate to serve as the leader in this team and I do so with three strategic priorities at the forefront: • Priority Number One: Ensure that GOHSEP serves as the emergency arm of the Governor and works hand in hand with all emergency/recovery support function agencies as part of the U.S. National Response Framework and the Louisiana Homeland Security, Emergency Assistance and Disaster Act in preparation, response, recovery, mitigation and prevention of crisis events.• Priority Number Two: Ensure that all Municipalities, Parishes/Parish Organizations, Sub-Recipients and State Agencies have a voice and an agency to champion for them in obtaining maximum funds in all applicable federal and state programs in an expeditious manner.• Priority Number Three: Consistently review internal best business practices and potential for improvements. It is essential to review the actual mission and output of internal departments to ensure elite levels of support to all stakeholders in Louisiana.

Director, Office Of Emergency Preparedness/Special Projects

Thibodaux- Centrally Located In The Bayou And River Regions Of Se Louisiana

City of Thibodaux, Director- Office of Emergency Preparedness/Special Projects: 2019-2024, I served as the Emergency Preparedness Director for the City of Thibodaux. This position is assigned as one of the Mayor’s cabinet positions. As the director, I was responsible for all the City of Thibodaux’s emergency preparedness activities. I facilitated the Unified Command Group (UCG) decision cycle during times of activation. The two most significant emergency preparedness events were the COVID response and Hurricane Ida response/recovery. In response to COVID, the City of Thibodaux UCG was activated for eighteen months and conducted 67 UCG meetings. With respect to Hurricane Ida, the UCG was activated three days before the storm and responded to the devastating storm effects for 48 days then transitioned to the long-term recovery. In recovering from both of these events, I served as a resource to the Mayor and all city departments in coordinating resources to ensure the City of Thibodaux received the maximum funding and/or reimbursement from parish, state and federal partners. In five years, I brought over $7Mil in outside funds back into the City general fund. I also served as the special projects team leader where I was responsible for leading the team in special projects between the Mayor, Mayor’s Cabinet, City Council and City Departments. My primary focus was to turn strategic concepts from City leadership in all departments into operational programs that benefited the residents, businesses and organizations of Thibodaux. I served two Mayors and two sets of City Councils in developing new ideas to enhance the City of Thibodaux as the Parish Seat of Lafourche Parish, the center of the Tri-Parish Area and the pearl of the Bayou and River Regions in the State of Louisiana.

I started at age 24 and served 28 years in the U.S. Marshals. Of the 28 years, 17 years were in four strategic supervisory assignments. I also served as an instructor for 24 years, where I taught numerous subjects all over the country, including instruction at the Federal Law Enforcement Training Center. As a recruit interviewer, I selected new Deputy U.S. Marshals for over two decades. These are my U.S. Marshals Supervisory Assignments:• Protective Intelligence Supervisor: 2013-2019 One of 35 nationwide leading criminal investigators in complex risk assessments/investigations relating to protection of personnel in all three branches of the U.S. Government.• Supervisory Deputy U.S. Marshal: 2007-2013 One of 200 nationwide leading criminal investigators arresting fugitives, seizing assets, protecting witnesses and ensuring the safe execution of high-profile judicial events.• Acting Chief Deputy U.S. Marshal: 2006-2007 (18 months) This position is a senior management position with direct responsibility for the administrative and logistical direction of the seven internal office divisions. • Judicial Security Supervisor: 2002-2006 One of 125 nationwide leading criminal investigators in complex investigations, major security events and physical security measures for the U.S. Marshals.

I enlisted as a private at age 17 and served 31 years (19 years in eight executive command assignments). I served as a commander, senior staff officer and instructor where I developed and implemented strategic policies for the organization. I worked my way up from the bottom as a private to an entry-level commander, to a field grade commander and finally closing my career as one of 58 Brigade Combat Team Commanders nationwide in the entire U.S. Army (only 27 in the U.S. Army National Guard). These are my U.S. Army command assignments:• 256th Infantry Brigade Combat Team Commander (3400 soldiers): 2011-2013 This statewide security unit has a support staff of 75 staff officers, is 33% of the LANG strength and a yearly operating budget of $75Mil.• 139th Regional Support Group Commander (2000 soldiers): 2007-2009 This statewide logistics unit has a support staff of 50 staff officers, is 20% of the LANG strength and a yearly operating budget of $45Mil.• 773rd Military Police Battalion Commander: 2003-2005 This is the Chief Military Police Officer (Provost Marshal) for the LANG with leadership in a 600 Military Police Officer team (statewide). • Special Reaction Team Commander: 2001-2005 Leadership in a 100 specially trained soldiers/airmen team (statewide) in planning and response to crisis and homeland security events (Collateral Duty Command).• 2/156th Infantry Battalion Commander: 2001-2003 Leadership in a 725 Infantry Soldier team covering the southeast region of Louisiana in 7 different communities (This unit is a security task force).• 256th IBCT HHC Company Commander: 1997-1999 Leadership in a 425 HQ Support Soldier team.• 239th Military Police Company Commander: 1994-1997 Leadership in a 225 Military Police Officer team.• C 2/156th Infantry Company Commander: 1991-1994 Leadership in a 140 Infantry Soldier team.
