The Public Health Advisor (PHA) is a Loyal Source employee who functions within the Center for Disease Control & Prevention (CDC) contract, at an assigned Quarantine Station, to provide consultation support services on the medical, epidemiological and prevention aspects of infectious diseases. The PHA performs various functions and services, such as epidemiological casework, promotional, and associated support activities. Ensure that the developing needs of the Quarantine Station are met, by guidance of CDC Staff, and the Officer in Charge. The Quarantine Station’s objective is to prevent the introduction of a known, probable, or pathogen sufficiently contagious and/or sufficient to cause a disease of such gravity as to pose a material public health risk, and, to mitigate the risk to public health when introduction has been inadequately prevented, and to document accurately the actions taken to prevent introduction and or mitigate introduction into the United States. • Facilitate GVO & GTO (Global Vaccine Order & Global Testing Order) surveillance daily quality checks of inbound international flights to ensure airlines and passengers are compliant with providing the appropriate testing documentation for international travel in response to global pandemic disease response efforts, e.g. Covid-19.• Assist CDC with drug releases to hospitals in response to emergency procedures, ensure that all drugs are stored properly.• Responsible for generating electronic and written records related to the public health risk assessment during the entry screening process with little to no supervision. • May board aircrafts with Customs and Border Protection Officers (the customs officer being there to ensure compliance from passengers and crew) to conduct passenger assessment.• Display technical and interpersonal competence in independently meeting and partnering with other Quarantine Station health personnel on matters which transcend individual cases.

Mitigation to Miami and Risk of Asthma and Allergic Respiratory Disease:• Investigated whether migrants in Miami have a higher risk of allergic respiratory symptoms or asthma, and if migration to Miami is associated with exacerbation of symptoms among those with established respiratory allergies or asthma.• Performed analytical assessments and research surrounding whether adolescent migrants in Miami have a higher risk of allergic respiratory symptoms or asthma compared to native adolescents in Miami.• Used Spirometry to evaluate children’s lung capacity in three trails; examined the highest values of forced expiratory volume (FEV1), forced vital capacity, peak expiratory flow, FEV25 and FEB75.• Conducted cross-sectional analysis to estimate risks of symptoms or diagnosis across migrants vs.non-migrants to Miami.Home Environment Monitoring Project:• Examined the indoor air quality of patients’ home from the VA of Miami, allowing for a thorough understanding of the relationship between indoor air quality and respiratory health/ocular diseases.• Used various instruments including Microbiome PM Filters, Aerocets, and Bioaerosol Impactors to assess and quantify hazardous micro-specimens such as fungi, bacteria, humidity/temperature, and particulate matter levels in households.• Surveyed patients to identify and understand the correlation between lifestyle habits and health symptoms with home environments.• Data Entry (Excel) of microbial counts on agar plates. City of Miami Beach EOC provides the architecture to support coordination for incident prioritization, critical resource allocation, communication systems integration and information coordination.• Operated WebEOC Database to coordinate and communicate resources internally within the City of Miami Beach and externally with Miami-Dade County during incidents and exercises. Database allows for agencies to document time spent on the incident and for reimbursement purposes (equipment & staff hours).Permits all agencies involved in the incident to see all activities, (significant event board) prevents a duplication of efforts in ordering resources and assigning mission task. • Assisted in creating the Miami Beach Decal Re-Entry Program.- The City of Miami Beach Re-Entry Plan is an operations-oriented plan, and addresses issues involved in the coordination of post-disaster City re-entry of designated re-entry personnel.- Assisted in creating a procedure to promote and facilitate the timely re-entry of response and recovery personnel, government officials, health care facilities, property owners, critical businesses, media, and others.- Created Tiers Groups/Phases of agencies to re-enter the city after a Hurricane Evacuation.- Helped to develop the Cost Analysis Plan for Re-Entry Decals in the city of Miami Beach.• Revised the Exercise Hurricane Juan After Action Report/Improvement Plan for Miami Beach.- In 2017 Hurricane Irma made landfall in South Florida.
