• Responsible for the development, submission, and sheparding of research proposals through the Small Business Innovative Research program and through Joint Program Committees to obtain funding and authorization to execute programs that further US Military Medical Capabilities in the Operational environment.• Supported research partners with expert knowledge of Military Health Information Systems, and Military Medical Operations to help shape research proposals into investigational capabilities with relevance to military medical requirements in a deployed environment.• Served as a member of the Army and DHP Small Business Innovate Research Program technical evaluation team responsible for assessing the technical feasibility and commercialization potential of proposals submitted for consideration.• Responsible for the execution, monitoring, and program management of research projects that address gaps in US Military Capability for medical data collection, patient evacuation, patient treatment, medical telecommunication systems, and autonomous systems for patient extraction, evacuation, and treatment.• Provided expert knowledge to support the strategic development of telemedicine and electronic health record requirements through the Joint Capabilities Integrated Development System at both the Department of Army and the Department of Defense.

o Managed a $6 to $8 million annual acquisition and life-cycle management of Diagnostic Radiology Systems to provide military radiologist diagnostic capability in a global Army Medical Department.o Executed the Cybersecurity Accreditation processes under the DoD Information Assurance Certification and Accreditation Process, and the Risk Management Framework for $60 to $85 million annual procurement of medical equipment. o Supported Industry, Department of Defense, and the Food and Drug Administration with expert knowledge in Cybersecurity balanced with an understanding of both commercial and operational context.o Led the Army Medical Department’s development efforts for a Transport Telemedicine Systems in the Technology Maturation and Risk Reduction Phase of the Defense Acquisition Management System, under the Joint Warfighter Research Programs, Forward Surgical Intensive Care Integrated Product Team, and the Virtual Critical Care Integrated Product Teams.o Provided expert knowledge to support the strategic development of telemedicine and electronic health record requirements through the Joint Capabilities Integrated Development System at both the Department of Army and the Department of Defense.o Supervised the execution of three different contracts valued at over $7 million as a Contract Officer’s Representative.

o Led the systems engineering efforts of Information Technology systems throughout the entire lifecycle spanning from user requirements generation to sustainment for systems governed by the Good Manufacturing Practices of the Food and Drug Administration.o Managed the deployment of clinical research systems to the United States Army Medical Research and Material Command, while meeting compliance requirements under the DoD Information Assurance and Accreditation Process, Privacy Impact Assessments, and Information Technology Governance through the Defense Business Certification process.o Provided expert knowledge to conduct business process re-engineering under Lean Six Sigma to establish execution framework that maximized program management principles and establish controls to facilitate system development, deployment, and sustainment under Good Manufacturing Practices.

o Managed the deployment and sustainment of clinical information systems in a deployed Combat Support Hospital consisting of in-patient and out-patient electronic health record systems, medical imaging systems, video teleconferencing systems, unclassified administrative systems, and classified operational systems.o Supervised the deployment and sustainment of local area networks and communications for the Combat Support Hospital to provide capabilities that included access to classified and unclassified networks, wired and wireless telephonic communications, radio communications, and satellite communications.o Operated a satellite Internet capability in partnership with a satellite communications company to provide a personal Internet capability in support of the Morale, Welfare and Recreation activities for deployed soldiers.o Provided area support throughout Iraq for medical imaging systems for medical units possessing diagnostic radiology capabilities. Coordinated the area support, including system maintenance and ensuring communication link stability, with Department of Defense organizations and industry partners.o Executed all aspects of the system development life cycle for the communications, networks, and information systems of a newly constructed health clinic, ensuring full medical information capabilities were available to support the delivery of healthcare at the grand opening.

o Oversaw the daily cybersecurity operations in a heterogeneous computing environment consisting of Windows and Apple operation systems that included the daily maintenance of the security baselines of over 1000 computing platforms.o Coordinated and executed responses to network infiltration, unauthorized access to information, and other identified security vulnerabilities with the United States Army Computer Emergency Response team within strict timelines in order to secure or minimize the loss of sensitive research information.o Executed the cybersecurity accreditations under the DoD information Assurance Certification and Accreditation Process for information systems, wired network, and wireless networks, include the management of the system change request processes to remediate identified vulnerabilities.o Provided expert knowledge to facilitate the governance of medical research systems, including the Biodefense Laboratory Management System and Special Immunization Research System under the United States Army Medical Department Governance and Defense Business Certification processes.o Supported the Chief of Operations with requirement generation, requirements management, and design requirements for medical research systems to enable for development of technically achievable capabilities that supported the financial, operational, and human resource management for multi-million dollar medical research projects.
