This fall I will celebrate over 30 years of continuously representing and consulting businesses and individuals in a wide array of fields. A constant thread throughout the decades of giving advice has been in representing small businesses. Additionally, I provide advice, litigation and appellate support on governmental relations,real estate, probate, contract management, and not for profit and business formation and compliance issues.My passion is to help develop God given talents and circumstances in each client's situation.

I was responsible for educational and influential outreach to judiciary and bar to inform of federal and state Medicaid regulations regarding Third Party Liability compliance. I provided litigation and or appellate support on TPL cases primarily in Florida, but also, in Texas, New York, Georgia, Alabama, Louisiana and Massachusetts. I developed the Florida litigation and appellate strategy to reverse loss of client dollars due to the U.S. Supreme Court case, Arkansas v. Ahlborn. I also assisted in developing the legislation in 2013 needed to work around the Ahlborn prodigy of cases. I instituted a 2.5 hour CLE program for judges, lawyers and paralegals on Medicaid TPL. I have represented Xerox as an accredited CLE Speaker at the National Association of Subrogation Professionals annual conventions in Texas in 2010 (Topic: Supreme Court case Update) and in Florida in 2011 (Topic: Privacy Law, the interplay between state law and HIPAA and other federal laws). I have triaged successfully numerous client or Governor’s Office inquiries regarding TPL operations. I have worked with lobbyists and ACS’ Governmental Relations persons on crafting messages for legislative and public dissemination. I drafted extensive legislative analyses and ‘fixes’ for the client’s use and dissemination. I directed the workload and operations of the Florida Legal Team (6 FTEs and 1 PTE).

Lead the team of attorneys and paralegals that prosecuted health professionals in South Florida for substandard practices and ethical lapses. I maintained my own caseload of approximately 200 files.

I held several distinct positions simultaneously. The bureau I formed and managed was responsible for helping ensure agency and industry compliance with federal and state public health statutes and regulations. I designed over 25 strategic initiatives to improve regulatory efficiency or compliance. I reviewed and drafted portions of the Medicaid Reform contract which were used in the procurement of the HMO/MCO’s. I identified the areas of overlap between AHCA regulation and insurance regulation (OIR) and designed a Memorandum of Understanding (MOU) between these two regulatory teams to reduce double oversight. I was sent by AHCA as a liaison to specially train on-site with the Inspector General’s Office in Texas ( Brian Flood) and Arizona on fraud and abuse within the MCO model of Medicaid. In my role as Privacy Officer for the Florida’s health administrative agency, I was consulted by other agency leads as well as internally on HIPAA and Medicaid requirements. I was responsible for implementing policy and ensuring compliance regarding disclosures, accounting, and enforcement of privacy breaches within the agency as well as in all vendors to the agency. I served on the HIT/EHR Legal Workgroup to help set up Regional Health Information Organizations (RHIO’s) within the Florida Health Information Network (FHIN). I represented the agency in addressing approximately 600 legal professionals at the National Convention of Attorney Generals Medicaid Fraud Control Units (MFCU) in Long Beach, California on the CLE approved course on Building Alliances to Fight Fraud. As Legislative Affairs Liaison for the Inspector General’s Office, I reviewed, proposed, and drafted legislative initiatives, analyses, and bills for the agency and Governor’s Office.

I handled special projects, including the Terri Schiavo matter and other high profile cases. Specifically, I designed Governor Bush’s legal methodology for conducting a medical examination of Ms. Schiavo and I lead a team of lawyers and doctors on the attendant petitions and appellate strategies in furtherance of my client’s interests. I served as the Legislative Affairs liaison for the General Counsel’s office. I was responsible for coordinating the Department’s Risk Management litigation statewide. I oversaw more than 150 lawsuits, many of which were multi-million dollar claims against the Department requiring frequent coordination with the Governor’s Office and opposition to the Legislature’s claims bills. I was the manager of all support staff and paralegals. I served as trouble-shooter on challenges to privatization contract procurements. I conducted training of our staff attorneys located statewide and obtained approval from the Florida Bar to grant Continuing Legal Education credit for my seminars.

Designed legislative, public relation and fundraising agenda and established statewide team of volunteer lawyers known as The Liberty Center.

My firm represented individual and business interests before all courts and administrative bodies on many areas of law including international business transactions, probate, education, real estate and health care. We formed corporations, partnerships and limited liability companies and advised the officers and members thereof on all corporate and transactional matters. We handled real estate transactions and estate planning in Greece which included negotiations with Federal Bank of Greece’s Currency Control Office. I used American Consulate resources and Athens’s counsel to achieve my client’s (a dual Greek-US citizen) desire to move back to the U.S. with her marital property.I successfully negotiated clients manufacturing agreements with Taiwanese Toy Company.I designed a successful appellate strategy for law students who had failed the NY Bar Examination, and subsequently assisted in over 30 appeals until the state changed the law to preclude appellate redress.I successfully negotiated hotel franchise agreements and closed on multiple million dollar financing arrangements on Wall Street, NYC.I set-up and served as a corporate officer to a national medical audit C.O.B. company.

Appointed by President George H. W. Bush to advise President, Congress, and the Agencies on small business needs, especially as it related to accessing international markets. Sworn in at the N.Y. State Capitol by The Hon. Lawrence Cook, Chief Judge (retired). A change in administrations limited the appointment.
