About James Edgar

I am now Senior Adviser at WPI Economics, the specialist economics and public policy consultancy based in Westminster. I was previously Chief Economist, but have stepped in to a part-time role whilst I ensure our young and growing family get off to the best possible start in life. I have twenty years of experience working as an economist at the forefront of policy making. My areas of expertise include transport, utility regulation, consumer policy, environmental (green economy) and digital issues. Prior to joining WPI, I was Head of Policy for Digital and Regulation at the consumer champion Which?. Before this I worked for a decade at the Department for Transport, including as the Head of Road Economics after establishing the successful multi-disciplinary team and have experience of local transport, freight, rail and environmental issues. I also previously worked at the Bank of England and have a Masters in Economics (with Distinction) from University College London.

    I headed up the Roads Economics division, a multi-disciplinary team of economists, data analysts and evaluation specialists. Our role was to provide economic advice in two broad areas:- Value for money of investment in the Strategic Road Network- Policy on Road Safety, Motoring and Freight to reduce road casualties, support a productive and safe logistics industry and ensure an efficient and safe system for licencing of private motorists. I led our multi-disciplinary team who worked across three directorates in the Department for Transport supporting better policy making in areas as diverse as Road Safety, logistics policy and management of DfT's Agencies.

    I led the economics component of the major policy review into ownership and financing of the Motorways and Trunk roads. The review was joint with HM Treasury and reported to the Prime Minister. This led to the current programme of reform of the Highways AgencyI conducted an analytical review of Roads Strategy, delivering an analytical programme covering transport and the economy, road traffic forecasting, regulatory economics and alternative analytical approaches such as well-being analysisI was the lead economist on the Motorway Speed Limit review, using National Transport Model outputs to monetise all the key impacts of the proposition and advise the Secretary of State.I led my team in providing economic advice on Road Safety policies, for example the new Drug Driving offence

    I worked in a variety of roles; Freight and Logistics, Rail and Local TransportIn Freight and Logistics I completed and published a comprehensive review of the externalities of Heavy Goods Vehicle use that has been used since 2010 for awarding grants to rail freight companies. I conducted detailed analysis of longer trailers for articulated lorries, considering the trade-off between greater capacity for HGVs against the safety and environmental impacts of longer lorries. This was published in an Impact Assessment of the policy. Finally I undertook economic analysis of options to reduce carbon emissions from the logistics sector, recommending the Low Carbon Truck Demonstration TrialOn Rail and Local Transport I conducted a wide range of cost-benefit analyses of proposed transport schemes, including the King’s Cross and Birmingham New Street station upgrades and the West Yorkshire Yellow School Bus project. I also produced new official Departmental guidance on rail appraisal, specifically taking the lead on developing a new method for appraising the externalities of mode-shift between road and rail.

    This was a loan from Department for Transport.I provided economic advice on the control of Bluetongue disease, an exotic disease of cattle and sheep. I developed and used a risk based economic tool to make the case for vaccination as the most cost-effective policy, which was adopted and successfully avoided disproportionate burden on UK farmers. I also conducted Impact Assessments of a variety of new agricultural regulationsDuring this year I was the Assistant Economist representative, liaising with senior management on training and recruitment issues
