I am an attorney and policy analyst specializing in regulatory law and policy, administrative law, and environmental law. I have dedicated my career to ensuring that the government—particularly the U.S. regulatory and tort systems—works for the American public.I work as Policy Director at the Center for Progressive Reform (CPR)—a first-of-its-kind non-profit research and educational organization that draws upon the expertise of a nationwide network of legal scholars to promote legal and policy reforms to better protect public health, safety, and the environment. During this time, I have become a recognized expert in several areas of regulatory policy, including cost-benefit analysis/economic regulatory analysis, White House review of regulations, the Regulatory Flexibility Act/Small Business Regulatory Enforcement Fairness Act (SBREFA), and the Administrative Procedure Act (APA). I frequently serve as an expert consultant on administrative law and regulatory law and policy for Washington, D.C.-based public interest organizations and congressional committee staff.I have authored or co-authored dozens of white papers, memoranda, and blog posts covering a wide variety of administrative law, environmental law, and regulatory law and policy matters. I am highly skilled at monitoring the institutions comprising the modern regulatory state, including the White House Office of Management and Budget’s (OMB) Office of Information and Regulatory Affairs (OIRA) and the Small Business Administration’s (SBA) Office of Advocacy. I am highly proficient at conducting quick, thorough, and accurate analyses of congressional bills affecting administrative law and regulatory law and policy.I have also written and researched matters relating to access-to-justice (tort law and policy and civil procedure) and the intersection of environmentalism and international human rights.
