Operational Strategy Team

A member of the senior leadership team, I manage a large portfolio, working with partner agencies and chairing multi-agency panels, I direct the development and delivery of multiple business strands: • Representing policing interests, I contribute to statutory reviews of domestic homicides, adult and child safeguarding. I also chair various panels, working with multi-agency partners to secure compliance, capture learning and offer recommendations to ensure best practice. Responding to review findings, I ensure action on points of learning and implement practices to mitigate risk. I offer open communication with partners to maintain trust and confidence in policing services. • As lead strategy writer for crime, I utilise learning captured from community partners and reflect national initiatives, to develop, test, write and publish new policies.• Reporting to the Home Office, I led delivery of a county drug programme, working in community partnership to reduce reoffending through access to drug treatment to those testing positive in police custody. I drove the development and improvement of services leading to recognition as national lead and best practice which met exacting budget and performance requirements. • I lead the policing delivery of a serious violence action plan which seeks to reduce knife crime and gang affiliation. Within a multi-agency risk management process, I have implemented a cohesive policing approach, encompassing knife crime initiatives from schools and gangs teams to the management of habitual knife crime offenders.• Seeking to protect vulnerable victims whose homes had been taken over by gangs to further criminal activity, I developed a robust operational response to this emerging offending. I set a path of robust training, effective systems and communication and partnership working.

Safeguarding Command

Managing 30 staff, I led serious and complex investigations involving the abuse of children, including online offending. I exercised sensitivity to support vulnerable victims and tenacity to pursue highly dangerous offenders. Driving robust safeguarding, I developed protocols and policies with partner agencies to reduce harm, attending multi-agency partnership meetings and case reviews, completing detailed reports and delivering presentations to develop understanding and awareness.

Professional Standards

I served as the lead on the implementation of new police conduct regulations across Bedfordshire, Cambridgeshire and Hertfordshire police. Managing and coordinating the training of approximately 14,000 staff across varied mediums in person and online. I led significant culture change in discipline regulations, ensuring continuous professional development of staff to enhance public service.

Serious And Organised Crime

As the force covert investigation lead, I was responsible for the management, planning and strategy setting of covert investigations and operations; implementing innovative covert techniques to secure the most effective gathering of intelligence and use of technology. I improved service delivery and resilient protection for officers deployed in the most challenging and dangerous situations.

Local Policing Command - Crime Development

Directing the development, governance and risk assessment of investigative strategies, I oversaw the delivery of a national detective programme and the continuous professional development for all investigators; ensuring compliance with national standards and authorised professional practice.

Operational Intelligence

Leading the gathering and development of intelligence around high harm offenders, I analysed crime patterns and delivered rapid and accurate evaluation of information. I directed operational planning, technical support, reconnaissance and deployment of teams; securing the mitigation of varied offending. My team was recognised for outstanding work in the mitigation of local crime.

Eastern Region Special Operations Unit

Within a regional team, I led teams in covert investigations to target serious organised crime. I applied innovative surveillance techniques to gather information, building robust capability around technical surveillance, communication intelligence and covert and confidential working.

Covert Investigation Unit - Utilising covert surveillance tactics and techniques, I directed proactive investigations into serious and complex organised crime. Leading operations, each with competing demands and skill requirements, I risk assessed, planned and supervised the deployment of covert assets; ensuring the safety of the public and officers in often high risk environments. Witness Protection Unit - Directing this confidential unit, I managed protective measures for witnesses to serious crime and threat to life risk. Engaging with senior investigators and international law enforcement agencies, I ensured the safety of highly vulnerable individuals, facilitating their relocation and the establishment of their lives in safe environments.
