This project was a major business transformation for the client and requires a great deal of coordination between the business, Information Technology, System Integrator and Oracle.

Utility cooperative in VA This deployment provided consulting assistance for the installation of Oracle Utilities Meter Data Management and Oracle Utilities Billing Component applications for a utility cooperative located in VA. I was responsible for developing the budget, developing and maintaining the schedule, managing the Oracle implementation team of 3 developers, 3 functional analysts. The scope included developing database revisions and rate structures necessary to calculate billing determinants, manage the meter data for all customers, develop/execute test scripts and design inbound/ outbound interfaces to the Oracle software. This project was a complete business transformation for the client and required a great deal of coordination between the business, Information Technology, and Oracle. This was the first complete automation of the metering and billing process for this client. This project allowed the Utility cooperative to replace many manual efforts and streamline their entire meter to bill process ensuring that they would be able to meter and bill their members in a timely and efficient manner.

Led Complex Billing Group that support billing processes for Industrial and Commercial customers. This team processed ERCOT Texas Set transactions for deregulated Texas market. These transactions are used to control the ownership, load management, and billings of all customers in the Texas market. Developed internal staff to replace up to 20 consultants saving $2 million in external expenses.Integrated systems using UNIX, Oracle, Windows 2K and ASPDesigned custom applications to resolve numerous administrative bottlenecks when off- the-shelf tools were unavailable.Advised clients to upgrade to latest version of software to alleviate issues associated with the Sarbanes/Oxley required reporting. Implemented processes/procedures that streamlined billing processes and reduced amount of unbilled revenue from $130 million dollars to under $10 million.Built a team of permanent employees to replace contractors used during the development phase of the implementation; guided team through some very uncertain times during the initial opening of the deregulated market and designed supporting documents to supplement the invoice.Managed budgets and schedulesManaged large industrial and commercial billing system

Managed two teams that implemented the Finance and Material Management SAP modules. Maintained development schedules, handled team administrative responsibilities, managed contractors, vendor interaction, software evaluations and coordinated with the other project teams.Directed ABAP development work that converted all Reliant Energy company’s business processes into SAP, and interfaces between company legacy systems and new SAP modules.Converted first of 3 companies within 1 year of project start-up. This included initial staff training, changing corporate culture, and implementation. Team consistently completed tasks ahead of schedule.

Managed team that designed, developed and implemented strategy for converting an IDMS-based system for industrial and commercial billing into Oracle Utilities Billing Expert application within 7 months thereby avoiding substantial penalty. Coordinated with the consultant integration team to develop database revisions, develop rate structures necessary to bill all of the large industrial and large commercial customers using Oracle Utilities Rules language, redesign/convert all existing interfaces.Evaluated, selected, and implemented software that created the flexibility to allow the company to meet the demand of billing for their most demanding and complex customers that allowed the company to reduce substantial maintenance costs.
