Prince George’s County Government Office of Information Technology (OIT) in Largo MD provides Technology services for all agencies of the government. From June 2003 to present I have served as a Sr. Program Manager heading up the Project Management Office (PMO) with responsibilities that include oversight of enterprise projects, responsibility for technology strategy planning, process design, and management of business liaisons and project managers. Provided project management for the ERP project through needs analysis, as well as the solution solicitation, evaluation and selection.- Led the development of the technology strategy plan for Prince George’s County – multiple iterations.- Evaluated current procedures and directed the development of Project Management processes.- Developed and implemented an Enterprise Project Management Office (EPMO) including both Project Portfolio Management (PPM) and Project Management. - Directed other resources in their process analysis, and business process management efforts.- Responsible for management of other Project Managers as well as the Business Analysts.- Facilitated coordination and collaboration of other managers within OIT.

Zurich North America, Baltimore, MD 1995 - 2001Commercial insurance company specializing in property and casualty insurance, financial services insurance, and surety bonds. Project Manager responsible for the underwriting systems including the main policy system and associated support systems including the accounts receivable. Direct reports varied from 8 to 10. Specific duties included process analysis, project development and delivery, new initiative evaluation, maintenance, and staff management. Additionally had input on planning and budgeting, performed as a liaison with business units, and was involved in a number of organizational development initiatives. Several key accomplishments were:- Reduced over 90 day due amounts due by $2,000,000 by improving reporting to agents on surety bonds.- Increased revenue and the ability to compete in the insurance market through a number of successful projects to incorporate new products into the existing Policy Management System. - Developed a new testing methodology for projects and applications.- Increased level of on-time payments through project to rewrite billing statements.- Performed a process re-engineering initiative to evaluate customer and information systems’ needs and improve the customer support process.

Provided staff augmentation in technology through 20 branch offices nationwide and approximately 1000 consultants. The Baltimore office provided primarily contract-programming services. As a Consultant provided contract programming and other technical services to clients. - Provided analysis, design, and programming in the areas of relational databases and mainframe systems support during multiple onsite engagements.- Increased scope of services provided to clients and resultant revenues through strong client relationship building skills.- Designed program and proposal for training staff consultants.As a Staff Manager, in addition to consulting, was responsible for office management, marketing strategy, planning, recruiting, and interviewing. My staff was 10 and I was part of the management council. Key achievements included:- Evaluated policies and standards, and implemented changes as part of ISO 9001 certification initiative.- Participated in the screening, interviewing, and hiring of multiple consultants.- Reduced staff turnover through implementing changes in management approach.

Provided contract programming services to clients through 30-45 employees. Consultant providing contract programming services as required by clients, often in a lead capacity. Staff management responsibilities and directly supervised 3-4 people. A key accomplishment was:- Developed a PC based system to track consultant hours, reducing turnaround time for payroll and billing in the home office.
