  Provide advice to USCIS leadership on: factors influencing foreign investment in the United States, capital controls employed by other nations, international banking laws, and analysis of information from the Committee on Foreign Investment in the United States vis-à-vis the security implications of foreign investments in U.S. companies or operations. Prepare briefings for Congress on the effects of investment by foreign institutions through the USCIS Immigrant Investor Program (IPO). Analysis of the affects, including non-compliance, with recently announced capital controls from the PRC on IPO. Review and interpret reports and research from the IMF, World Bank, Asian Development Bank and others to report on international conditions affecting IPO. Assist in forecast of the demand for immigrant investor visas and Regional Center Applications. Address policy questions arising from visa unavailability or retrogression. Analysis of immigrant investor programs of other nations and the advantages/disadvantages relative to the U.S. Program. Represent IPO in public meetings (stakeholder engagements), Congressional briefings, and meetings with other agencies including the SEC and FBI. Serve as liaison with USCIS-FDNS (Fraud Detection and National Security service of USCIS) and FBI on CARRP (Controlled Application Review and Resolution Process) cases including those linked to Russia and Iran. Presentations to law enforcement agencies on IPO anti-fraud initiatives.
