Deputy Chief

• Represent the Department in all fair housing matters in southern California and Nevada; primary liaison between the Office of Counsel and the Office of Fair Housing and Equal Opportunity (FHEO) on all fair housing matters/cases. • Fair housing representation includes: case reviews for concurrence and non-concurrence; prepare charges pursuant to the Fair Housing Act; assist FHEO in the development of Fair Housing Act, Section 504 and Title VI compliance reviews and investigations.

• Co-manage the Department’s Section 504 compliance program involving large public housing authorities with inventories greater than 6,000 housing units. • Serve as the Department’s lead counsel and team leader on Section 504 on-site compliance reviews and negotiations with public housing authorities. • Serve as the Department’s liaison with public housing authorities during Section 504 compliance reviews, post-review and negotiation process.• Served as the Department’s lead counsel on negotiations with public housing authorities in the District of Columbia, Puerto Rico, Baltimore, Las Vegas, Miami-Dade, Pittsburgh, Houston, Lafayette (LA), Atlanta, Seattle and Philadelphia. • Conduct extensive training to public housing authorities on the requirements of Section 504 including provision of accessible housing, reasonable accommodation, program access and the provision of policies and procedures that are accessible to persons with disabilities.

• Investigated complaints filed under Title II of the Americans with Disabilities Act of 1990, Section 504 of the Rehabilitation Act of 1973, Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972 and the Age Discrimination Act. • Served as OCR counsel with investigators on complaint investigations, interviews and on-site investigations. • Investigated cases involving educational accommodations and academic adjustments; provision of Free Appropriate Public Education (FAPE); accessibility/program access; employment and differential treatment on the basis of disability, race, color and national origin. • Negotiated settlements agreements with elementary, secondary and post-secondary institutions. • Conducted Section 504 and ADA training for educational institutions.• Provided technical assistance on Section 504 and Title II of the ADA, including the accessibility requirements of Section 504 and the ADA.

• Investigated complaints filed under Titles II and III of the Americans with Disabilities Act of 1990. • Investigated Title II and Title III cases involving accessibility, program access, barrier removal, new construction, licensing (mental health inquiries), testing and educational accommodations. • Performed on-site investigations; drafted Letters of Finding and Letters of Resolution; drafted settlement agreements.• Negotiated settlement agreements. • Assisted with the DOJ settlement agreements governing the athletic venues constructed for the 1996 Olympic Games in Atlanta, Georgia.
