In this role Janet helps DEN to protect the environment in which it operates. Janet leads the systematic management of environmental aspects, develops strategies for environmental performance, and resolves complex business issues. In meeting DEN’s environmental goals and objectives Janet manages an operating budget of $5.5M that includes a staff of 13. Janet's programmatic environmental responsibilities include NEPA, air quality, water quality, and waste.

Clean Water Act: NPDES Delegated Program Implementation/Section 402 and State Program Implementation. Currently responsible for implementing many aspects of the National Pollutant Discharge Elimination System (NPDES) delegated program for the State of Colorado. Responsibilities include developing and negotiating the content of the Performance Partnership Agreement (PPA) with the U.S. Environmental Protection Agency (PPA), ensuring state regulations are in conformance with federal requirements, and reviewing state practices for conformance with federal requirements. Also responsible for strategic planning, staffing, policy development, and implementation of stakeholder work groups for various subject areas. Program areas included in position responsibilities include NPDES wastewater permitting, NPDES stormwater permitting and compliance assurance, state groundwater permitting (domestic and industrial), industrial pretreatment permitting and compliance assurance, biosolids (sewage sludge) permitting and compliance assurance, and reclaimed water reuse permitting and compliance assurance.

Clean Water Act: Effluent Limitation Guidelines/Section 304(m). Former president of the Airport Clean Water Alliance, an industry-based non-profit organization formed to represent airport interests and work collaboratively with EPA during the development of an Effluent Limitation Guideline (ELG) for airport deicing operations. Clean Water Act: Water Quality Standards/Section 303. Developed site-specific dissolved oxygen standards for receiving waters in the vicinity of DIA. Clean Water Act: Wetlands/Section 404. Was responsible for 404 permitting for all development projects on airport property. Environmental Management System (EMS). Worked on the development of an EMS at DIA. National Environmental Policy Act (NEPA). Was responsible for compliance with NEPA requirements for all projects developed on airport property. Air Quality Conformity. Was responsible for compliance with the General Conformity requirements of the Clean Air Act. Capital Improvement Program Planning. Served as the facility management team coordinator for environmental and utility projects at DIA. Design/Construction. Served as design project manager for the construction of stormwater detention ponds, mitigation wetlands, sanitary sewer pipelines, and automation of the spent aircraft deicing fluid management system. Distribution and Recycling of Aircraft Deicing Fluid (ADF). Restructured and re-bid the operating contract for these services at DIA which resulted in increased recycling of spent ADF and an annual cost savings of $1M. Flood Control. Was responsible for master planning, development review, and implementation of flood control projects for the airport. Protected Species. Demonstrated to FAA that commitments made by the City and County of Denver as part of a Threatened and Endangered Species Act Section 7 Consultation for protection of bald eagles on the Rocky Mountain Arsenal National Wildlife Refuge had been met.

Remediation. Consultant experience includes remediation system design, development and screening of remedial alternatives, fate and transport modeling, and data analysis. Treatment technology experience includes engineered wetlands, soil-vapor extraction, bioventing, air stripping, carbon adsorption, landfarming, and natural attenuation. Extensive field experience including program management, monitoring well installation, aquifer testing, media sampling, and RCRA and solid waste management.
