Created and led three Accounting Branches over the past eight years where I led Marines and Civilians. Responsible for numerous enterprise wide process improvements to include, fixing the Marine Corps’ intra service billing process, creating industry wide programmatic coding, developing system change requests for DFAS Terminal Security Office (TSO), and developing fiscal codes specific to the Marine Corps’ financial data integrity. I coordinated and conducted financial audits from external agencies to include the Full Financial Statement Audit (FFS), Statement of Budgetary Resources (SBR), Schedule of Budgetary Activity (SBA), Internal Controls over Financial Reporting (ICOFR), and Financial Improvement and Audit Readiness (FIAR). Implemented and developed proper accounting procedures to support and streamline financial processes and operations. Reviewed, analyzed, corrected, and utilized quantitative and qualitative methods to track metrics for accounting performance indicators: unmatched disbursements (UMD), abnormal accounts payables (AAP) & receivables (AAR), unliquidated obligations (ULO), negative unliquidated obligations (NULO), common interface (CIF), undelivered orders (UDO), outstanding travel orders (OTO) and advances (OTA). Mr. Dixon was the liaison to the Defense Finance & Accounting Service (DFAS), Contracting, Disbursing, higher headquarters, U.S. Special Operations Command (SOCOM), and other financial stakeholders. He served as the administrator and subject matter expert for all financial management systems ensuring integrity of contractual, transportation, consumable, and property financial records, interfaces, and business processes.

Conducted sales presentations to individuals and groups. Recruited applicants in person, via phone, through sales leads and spoke at community, university, and high school events by utilizing Professional Selling Skills. Interviewed, approved, and disqualified potential recruit applicants. Completed administrative applications, written waivers, and background investigations. Prepared applicants for recruit training and the challenges they would face mentally and physically.

During this period, I was assigned to the Comptroller, Headquarters and Service Battalion, Camp Smith, HI and Comptroller Combined Joint Task Force, Djibouti, Africa. Managed direct and reimbursable contractual, transportation, consumable, and property accounting transactions and ensured the accuracy of commitments, obligations, expenses, liquidations, bills, and collections. Supervised each fiscal year closeout/startup and reviewed/approved accounting system entries and accounting system table modifications. Reviewed, analyzed, corrected, and utilized quantitative and qualitative methods to track metrics for accounting performance indicators. Monitored and processed corrections for vendor payments and conducted root-cause analysis for incurred interest penalties. Conducted multiple Tri-Annual Reviews of more than 45,000 documents exceeding $156 million and spanning three (3) fiscal years each. Conducted formal and informal financial management training, audit inspections, and financial assistance visits to enforce policy and directives and to support Internal Controls over Financial Reporting (ICOFR). Served as the lead for contingency operations including armed escorts for vendor payments and US Treasury deposits.
