Greater Boston Area

I direct a forum of international healthcare architects focused on enhancing interoperability in the US and globally. The Forum has developed a healthcare enterprise reference architecture (O-HERA) and has transferred the FHIM (Federated Healthcare Information Model) from the ONC to The Open Group (www.fhim.org) for further development, standardization, and expanded use. We aim to improve safe and secure healthcare information flow.

Provided thought leadership, strategic direction, collaboration on IT, healthcare analytics, and comparative effectiveness research to Computer Sciences Corporation, Boston Consulting Group, Forrester, and Tapestry Networks. Helped ASPE plan and distribute $1.2 billion in ARRA awards across HHS agencies. Designed/managed multi-million dollar projects on all-payor claims databases, dissemination of evidence-based research, evaluation of CER portfolio.

Directed research programs on healthcare technology assessment, CER, ED overuse, tele-ICU ROI. Represented organization to private and public external stakeholders (pharma, biotech, device manufacturers, hospitals, health plans, insurers, patient-oriented groups). Led research teams (including a collaboration between IDEO and IHI) through projects from start to finish. Developed external collaborations. Led organization redesign.

Developed new business (AHRQ, CDC, HRSA, WellPoint) and managed research programs for federal and private clients on HIT, EMRs and exchange of patient data, and obesity prevention. Represented organization to external organizations. Responded to Board requests. Worked with consultants and researchers at McKinsey, BAH, Urban, NORC, Center for Studying Health System Changes, ASTHO, dozens of BCBS plans. Published reports for federal agencies and papers for peer-reviewed journals (e.g., Health Affairs).

Launched a profitable and respected sole proprietorship. Designed, conducted and published health services research on access to health insurance for small businesses and healthcare quality issues for RWJF, Kaiser Permanente, McKinsey, Health Care Leadership Council, NORC, AcademyHealth, EBRI. Subcontracted with Georgetown, George Washington University, EBRI, and several small businesses.

Directed National Library of Medicine's HSRProj, managed RWJF/AHRQ research synthesis program. managed RWJF HCFO grant making program. Wrote and evaluated grant proposals.

Lead committee staff on six bills that became law: AHRQ authorization to focus on health outcomes research, require AEDs in large public venues, Children's Health Act of 2000, humane treatment of chimpanzee's used in AIDs research, quality of life enhancing legislation for workers with mental health conditions.
