Description: The Federal Programs Manager is a senior member of the federal team who will be working to obtain and manage federal government (DoD) contracts. Manages assigned programs, ID/IQ contracts, client interface and contract deliverables. Participates in all phases of the company’s capture and proposal process in response to DoD opportunities.Program Management: -Leads assigned federal government programs (primarily DoD), company interface to CORs and/or Technical Representatives for assigned programs. -Supervises fulfillment of DoD contracts per requirements, regulations, policies, and special conditions. -Updates and maintains Customer Relationship Management (CRM) information at program and enterprise levels. -Monitors contract spending and travel budgets. Proposal Management and Development: -Manages and/or creates proposals for RFQ, RFP, RFI and Sources Sought opportunities. -Coordinates internal/external proposal efforts with the technical division, contracting, contractors, subcontractors, accounting and human resources. -Coordinates with Contracting to ensure proposals follow the FAR and proposal request. -Ensures execution of non-disclosure agreements (NDAs), terms and conditions, and modification requests and Teaming Agreements (TA’s). Capture Management: -Proactively identifies new business opportunities.-Uses available tools to perform market research and identify new business opportunities in the federal market.-Performs gap analyses of Vistra’s capabilities against customer requirements. -Leads meetings with current federal government clients, stakeholders and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices. -Leads program development and execution.-Directs business planning activities.-Conducts after action reviews to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.

As Plans and Operations Branch Chief Manager, I was responsible for the development and execution of training and operations strategies of a $6.5M of Counter Narco-Terrorism (CNT) budget. This included the training of over 1,200 foreign military and police to increase security capability. I also managed the organizations Global Theater Security Cooperation Management Information System Manager and Compartmented Plans and Operations Cell joint planner.

Supervises the employment of unit and job site security. Prepares and issues an oral squad operation order, and conducts the maneuver of a squad in a patrol. Directs minefield installation, removal, and submits minefield reports and supervise breaching operations. Collects data and calculates the requirement for explosives and related material. Direct construction of combat bunkers, shelters and non-explosive anti-vehicular obstacles. Conducts ground reconnaissance for roads, routes, bridges, tunnels, fords, rivers and ferries. Prepare a demolition and reconnaissance report. Directs assembly of military fixed bridges.
