I am responsible for leading and managing the FACT (Finance Analytics, Control and Technology) team: providing clear direction to the team and helping to build the skills and impact of the team across HM Treasury’s spending functions, fiscal units, Whitehall finance departments and other functions, so that the unit has a distinctive expertise and is able to engage constructively with key users.The FACT team is responsible for producing, with absolute reliability, the core financial material needed to produce estimates and key publications for HMT, striving to improve the systems which underpin its collection and use, getting the best out of available data and continually pushing for service improvements.I am also responsible for managing the re-implementation of the OSCAR (Online System for Central Accounting and Reporting) system, identifying HMT’s key objectives and opportunities in developing a new system, creating effective governance structures to shape this work, and managing the implementation of the OSCAR II solution ensuring its fit for purpose and that we obtain value for money.I am the system owner and lead for OSCAR with colleagues in departments and other functions across Whitehall. This requires collaborative stakeholder relationships to be developed and managed, building consensus across a large and often diverse range of internal and external stakeholders, and managing engagement and communications to ensure buy-in.I lead the Common Chart of Accounts (CCoA) strategy and direction for Whitehall, working closely with the Government Finance Transformation Directorate and informed by the Data Strategy work and Government Shared Service to identify ways to improve the CCoA and other data structures.I also lead a programme of training and awareness raising within HMT to improve standards of data manipulation in spending control so that financial information is better embedded into decision making.
