Responsible for complete operations of TWDB's Hydrographic Survey Program

Responsible for complete operations of TWDB's Hydrographic Survey Program, a cost-recovery program created by the legislature in 1991. Coach, mentor, and lead personnel within a diverse technical team environment. Responsible for client acquisition and client account management. Increase program growth by securing new projects. Responsible for securing Federal Government grants. Manages personnel functions, including staff development and performance management. Compile, prepare, and communicate technical program information for executive management. Present program updates at regular board, staff, and external meetings. Monitor program performance and budget and provide regular updates to division director. Educate local officials on the Hydrosurvey Program in an effort to obtain more business. Negotiate with water right owners, water districts, and local officials to survey lakes. Responsible for lake hydrosurvey evaluations, determining any issue areas and communicating findings to the division director. Communicate with clients; federal, state, and local government officials; private contractors; university professors; media and division director on survey project plans and resolves any issues. Plans, develops, and manages program budget. Research practices and methods used by other states and entities to determine the feasibility for TWDB's Hydrosurvey Program. Prepare educational/promotional materials on TWDB's Hydrosurvey Program. Process data, generate reports and key findings. Represents agency at national, state, and local meetings and conferences. Assists the Bays & Estuaries, Instream Flows, and Water Availability Modeling programs within the Surface Water Resources Division at TWDB. Knowledge of TWDB's policies, Water Code, and Texas Administrative Code. Knowledge of legislative process. Responsible for all program contract management. Travel 50% of the time yet still maintain regular management duties. Act on behalf of division director in his absence.
