As the Regional ICT Delivery Manager, I was responsible for delivering the ICT collaboration programme and supporting the wider collaboration agenda for the six police forces on the North West and North Wales Region.I was required to make savings to support forces’ efforts to meet the Government’s Austerity programme.Duties included:- Producing a detailed business case annually to detail deliverables for the forthcoming year including plans and projected savings- Managing the regional ICT collaboration programme including all regional collaboration projects, managing multiple IT project managers in all six forces- Supporting all business areas in their collaboration planning- Making recommendations for collaborative ICT solutions- Writing business cases for consideration by the Joint Oversight Committee (JOC) made up of Chief Constables, Police Authority leads and, latterly, Police and Crime Commissioners- Negotiating and agreeing regional support contracts- Responding to requests from the Deputy Chief Constable in charge of ICT collaboration, the Chief Superintendent in charge of Collaboration or any of the Region’s ICT Directors. These requests ranged from meeting with local non-police agencies, for example Association of Greater Manchester Councils (AGMA) to explore collaboration opportunities to agreeing Wi-Fi standards with all six Forces- Facilitating the Regional Information, Communication and Technology Directors' collaboration meetings- Chairing the Regional Technical Design Authority- Presenting updates on the collaboration programme to regional groups including the Regional Information Security and Data Protection meeting, the Regional Public Order and Public Safety meeting, regional Procurement managers’ meeting and the Minerva (Niche collaboration) programme meeting- Maintaining a strong link with the Home Office and suppliers in the Police IT market

I was seconded to the NPIA to work on the Information System Improvement Strategy (ISIS) which was designed to transform the way police information systems were developed, procured, implemented and managed across the police service. Central Government required police forces to contribute towards £220 million worth of savings from their ICT budgets through regional collaboration i.e. the use of shared ICT systems to reduce costs.I was responsible for delivering the outline business case for the North West region which included recommendations for the six North West and North Wales region forces to contribute their share of the savings. The outline business case included a review of all ICT spend across the region and research into areas where potential savings could be made.I was required to produce a detailed business case which included plans for reducing ICT spend through shared ICT and collaboration between Forces.ISIS was a precursor to the current Government’s Austerity programme and when the Austerity programme was announced the ISIS programme refocused to look to make savings from national policing information services like the Police National Computer and the Public Sector Network.Despite the change in direction from central government, the work I completed on the outline and detailed business cases and the opportunities identified within, persuaded ICT Directors across the region to agree to fund the post of Regional ICT Delivery Manager so I moved into that role rather than returning to Merseyside Police’s ICT department.

This led to the delivery of six vehicle types from standard patrol car through to armed response vehicles and multi-purpose carriers used in the fight against organised crime gangs and anti-social behaviour.I was the ICT subject matter expert attached to the Structures and Ratios programme which led to the centralisation of Finance and HR functions while delivering new finance and HR systems. I was also responsible for the project managers in charge of the implementing new Finance, HR and Computer Aided Dispatch systems. This programme delivered multi-million pound savings through staff reduction.My work in this role enabled the Force to realise the following benefits:- Reduction in stolen, uninsured, untaxed and un-roadworthy vehicles- Enhanced ability to combat organised crime groups and anti-social behaviour- Over £2 million revenue savings through staff reduction

As a Senior Project Manager, I was required to manage a portfolio of IT and business change projects.I was responsible for managing the installation of an Automatic Resource Location system which worked in conjunction with the Forces’ CAD system and devices fitted in police vehicles to provide real time location information to the Forces’ control room staff, thereby enabling them to assign patrol staff much more effectively than before and improving officer safety.The benefits realised through my work in this role included:- Improved the efficiency and effectiveness of control room staff when assigning mobile assets to reported incidents- A reduction in response times to reported incidents- Improved officer safetyA real life example of how the ARL system improved officer safety occurred within the first month of the system being in use. A police officer in a single crewed vehicle was attacked after leaving his vehicle to pursue an offender on foot. The officer lost consciousness before alerting the control room to his current location using his Police radio. By using the ARL system to locate the vehicle, police officers and other emergency services were able to locate the officer and provide urgent medical attention.

This system later became the national system for use in the policing of stolen vehicles.Through my work on these projects the Force was able to realise the following benefits:- A modern approach to responding to incidents reported by the public through the use of Geographical Information Systems (GIS)- An improved ability to investigate and solve major crimes- An improvement in the management of stolen vehicle incidents- An ability to identify and target locations with high incidents of stolen vehicles
