Utilities Director for a regional potable water utility serving approximately 300,000 customers and a city waste water reclamation facility providing service to approximately 17,000 customers. Responsible for over 200 employees structured within five divisions that include Administration, Engineering, Field Operations, Water Plant Operations and Wastewater Plant Operations.

Develop, direct and implement an average $15-$20 million dollar per year Capital Improvement Program (CIP) for the Utilities Department. Established risk and probability factors to rank projects and seek fund-ing.Construct and maintain an internal fiscal sustainability program such as; resource sharing, cost reductions and personnel management to eliminate the need for worker layoffs or the use of furloughs.Create and implement an asset management program to rank capital infrastructure projects; vertical plant projects, underground pipe conveyance projects and sanitary collections projects.

Manage the Utilities Engineering Division providing leadership for professional, technical and administrative staff to ensure timely on-budget completion of capital improvement projects; provide design services and engineering support to utilities operations, and ensures review and approval of utility system designs. Develop and implement long range master plans, policies and programs to maximize the effectiveness and the productivity of the Utilities Department.

Responsible for the Production Department consisting of approximately twenty-one engineers, technicians and project administrators and all department goals include achieving billable hours, revenue, and profit. Also responsible for personal billable hours, revenue and profit goals. Responsible for overall design productivity, resource allocation in order achieve project deadlines. Act as project lead consultant for multi-discipline team consisting of biologists, planners, landscape architects, and geotechnical engineers for civil engineering projects. Prepare and obtain all required local and federal permits in order to obtain Notice to Proceed for projects. Typical permits required included local construction plans approval, water management district approval for storm water retention/detention systems and Federal Department of Environmental Protection permits such Notice of Intent (NOI) to Discharge Storm Water.

Responsible for daily operations, scheduling and inspection of all construction development work.Responsible for multi-million dollar development budget.
