Joined JEA at the start of 2016, immediately bringing experience in program, contract and technology management to bear. Quickly set up new office information technology and digitized most aspects of the proposal/bid package development, enabling quick turn-around for all future efforts. Focus is on data collection and integration, enabling packages to be professionally created to meet industry standards.

Rockburn Institute is a not-for-profit research and education group which was established in 1978 by faculty and staff of The Johns Hopkins University School of Hygiene and Public Health. Early studies concentrated on state databases, case mix severity measures, measuring the impact of peer review, and the cost of graduate medical education programs.In 1986, the Institute conducted a major study for the National Association on Private Psychiatric Hospitals measuring the impact of prospective payment on psychiatric hospitals. The results were published in the New England Journal of Medicine and altered the federal governmental approach to hospital payment.Since 1990, Rockburn has supported integrated health systems' programs in evidence-based medicine, value-based healthcare, and Clinical Integration. I was the lead for systems analysis of the Information Assurance risk assessment process to improve performance, consistency and timeliness of response to customer.

Assisted in establishing the new corporate activity and provided cogent responses to requests from both U.S. Government and external privacy advocate entities.

I was the lead for development and deployment of ground-breaking commercial secure mobile devices accredited to process Top Secret information: the first smartphone for voice and data; the first tablet for data in wired and wireless configurations.
