Served as program manager, satellite communications systems, for the DoD's Office of Military Commissions in the audio/visual multi-cast of Guantanamo Bay 9/11 and USS COLE terrorist trials to select locations in Massachusetts, New York, New Jersey, Maryland and Virginia. Currently managing a Navy project to develop a common control system for unmanned aircraft and other unmanned vehicles.

Created a coordinated roadmap of survivability technologies and systems for the Naval Air Systems Command’s (NAVAIR’s) Aircraft Survivability Branch to optimize research and development (R&D) investment, eliminate duplication, and gain visibility into survivability-related R&D initiatives within the Navy and across the services, in corporate R&D, and in the R&D of international and technical communities.

Provided key support to Navy program offices on capabilities and requirements documentation for the Navy’s newest patrol aircraft, the P-8A, and on communications and interoperability issues for TacMobile ground systems.

Provided acquisition management support on the development of the P-8A’s interoperability with its information customers and suppliers across 13 major mission areas.

Active duty: • Combat search and rescue pilot in Vietnam and the Mediterranean. • Flight instructor, maintenance test pilot, division, legal, and administrative officer in CONUS.• Chief of Staff, Deputy Under Secretary of Defense (Naval Warfare and Mobility) during DESERT SHIELD. • Directed NAVAIR’s Crisis Action Center during DESERT STORM as senior Watch Captain.Reserve duty: • Search and rescue pilot, anti-submarine warfare pilot, instructor pilot. • Directed program, acquisition, logistics and aeronautical engineering management activities, and conducted business, tactical and strategic planning functions for a 300-officer program as Chief of Staff; selected for three command tours in NAVAIR’s Air Systems Program (ASP). • Extensive experience working with flag level leadership; comfortable and effective at all levels of interaction within NAVAIR, OPNAV, inter-service, joint and international agencies.
