Executing MOU agreements with these governments to provide VOIP phone service at a fraction of the cost they know pay. The ROI for these governments average is 2.62 years with the cost savings stream anticipated to last 8 years. There are 5 pilot cities anticipated to be running by 3rd quarter of 2010. The goal is to provide other regional IT services piggybacking on the connectivity created by this use of technology.Liaison between Cuyahoga County and One Community to draft a grant and submit it for broadband stimulus dollars to build infrastructure to all the local governments, peace applications and law enforcement including MARS towers and 800mhz frequency network. Lead a team in the technical and functional creation of a web based open enrollment and employee self service system. The implementation of this portal will interface with the SAP HR system Foreclosure System integration of eight disparate systems using Oracle's Application and Collaboration Suite to provide a single interface to process the properties that are being foreclosed upon. The system will create an executive dashboard for government officials.Responsible for developing an enterprise infrastructure to deploy GIS to all county agencies, R.T.A., regional government for administration of the Data backups for the CCICS and the consolidation of outside County agency backup operations.

Generated from this analysis was an $18 million, 3-year plan, which standardized, and modernized the Auditor's systems.Re-engineered and upgraded the network infrastructure from a coax cable, controller based system to a fiber backbone Initiated the move to UNIX (Solaris), and NT client server based platforms; in the process changing the database structures from mainframe CIMS, and CICS hierarchical databases to Oracle, and SQL Server RDMS databases. Standardized hardware and software throughout office resulting in reduced costs, decreased downtime, and increased efficiencies, in the business processes. Lead the functional, system development and integration between the County Auditor's Real Property system, Mass Appraisal system and the Treasurer's Collection system. Manage the "Request for Proposal" process including development, evaluation of responses and selection of Vendors. Implementation of an Imaging system that utilizes workflow analysis software, OCR technology to capture key data used in the business process, and store images reducing allowing multiple viewing of documents and reduce retrieval times this process converts documents so they are available on the intranet. Mapped and put into operation the Auditor's strategy to Web enable the Auditor's systems moving towards the development of a portal solution, and browser based clients for local municipalities to input data directly to county databases.Chaired the Cuyahoga Counties Automated Data Processing Board, which is responsible for the review and approval of all county agency initiatives and expenditures involving technology.
