Walters served in the California State Senate in a variety of legislative, management and political roles including Chief of Staff, Deputy Chief of Staff, and Special Counsel to the President pro Tempore. During his time in the Legislature, he devised and executed major legislative and political victories including securing ongoing annual funding needed to build the UC Riverside School of Medicine. Walters was also the principal architect of the Senate Democrat’s redistricting strategy in 2010, responsible for managing all Senate activities relating to the independent redistricting commission. Senate Democrats achieved a historic two-thirds supermajority two years later.

Prior to his work in the legislature, Walters was an associate at an international law firm where he represented boards of directors of Fortune 500 and 100 companies in complex civil litigation, insurance recovery, voting rights and white-collar criminal matters before the U.S. Justice Department.
