Jeff Jasper spent 24 years at the Kentucky Transportation Cabinet (KYTC), retiring in 2013 after serving as Director of Highway Design for five years. As Director of Highway Design, Mr. Jasper oversaw programs and projects in the preconstruction area and maintained $600 to $700 million dollars of construction project delivery through design projects to achieve one billion dollars in annual construction letting. During his time at the Cabinet, Jeff was instrumental in establishing a comprehensive vision that shaped KYTC’s policies. He also led KYTC’s Practical Solutions efforts. As Director of Highway Design, Mr. Jasper played in instrumental role in the delivery of several megaprojects and provided technical oversight on large highway design projects, including Kentucky's first Diverging Diamond Interchange, Interstate 69 in western Kentucky, and the Ohio River Bridge project in Louisville. From 2005 to 2013, he served as a member of AASHTO’s Subcommittee on Design and was Kentucky’s voting member from 2009 to 2013. Mr. Jasper is now a Research Engineer and Trainer at the Kentucky Transportation Center (KTC), where he leads research in the areas of project management, project development, workforce development, roadway design engineering, and traffic and safety. Mr. Jasper also leads KTC’s Project Development Program. Recently, he co-authored SPR Report 15-501, Design-Build and Alternative Technical Concepts Process. Mr. Jasper has spearheaded KTC’s efforts to develop a comprehensive project management training course for KYTC — Project Manager’s Boot Camp. Mr. Jasper also works as an adjunct professor and has delivered many trainings and professional speeches on highway design topics, including Practical Solutions and Context Sensitive Design.
