Jeff Dennis is an energy and environmental lawyer and policy specialist with over 20 years of experience in the public and private sectors working on critical issues in the electricity, natural gas, and oil pipeline industries. He has helped clients and organizations navigate the complexities of utility regulation, transmission infrastructure expansion, competitive wholesale electricity markets, and state and federal regulatory challenges. Jeff has particular experience with the Federal Energy Regulatory Commission (FERC); for more than 10 years, he held numerous positions there. Most recently, he was the Director of the Division of Policy Development from 2013 to 2015. In that role, among other duties, he was responsible for devising and implementing agency-wide efforts to evaluate the effectiveness of FERC policies and identify new and emerging policy issues affecting FERC’s statutory responsibilities. Previously, Mr. Dennis served as a legal advisor to FERC Commissioner John R. Norris, providing legal and policy advice on all aspects of FERC’s regulation of the electricity, natural gas, and oil pipeline industries. Earlier in his career, Mr. Dennis was a lawyer in FERC’s Solicitor’s Office, briefing and arguing numerous cases on behalf of the agency in federal appellate courts. Jeff is the Chair of the ABA’s Section of Environment, Energy and Resources, and is also an active leader in the Energy Bar Association. In addition, he has published several articles in trade and scholarly publications, and is a frequent speaker on topics in energy and environmental law and policy. Jeff has a J.D. from the University of New Mexico School of Law, Order of the Coif, where he earned a certificate in natural resources and environmental law, and a B.A. from Marymount University (Arlington, VA), summa cum laude.
