Provided legal and policy advice to Commissioner Norris on all aspects of the Federal Energy Regulatory Commission’s regulatory responsibilities, including regulation of electric transmission, wholesale electricity markets, interstate natural gas pipelines, and hydroelectric facilities.

Served on the governing Council of the ABA Section of Environment, Energy and Resources (SEER), which oversees the work of the Section in providing services to its attorney, student and associate members. Appointed to task forces created to foster greater law student and young lawyer participation in the Section, and to implement a new series of CLE.

Directed federal agency advocacy efforts for large trade association representing investor owned utilities. Identified key policy issues of importance to member companies, and provided analysis of those issues and their potential impact on member operations. Provided strategic advice and counsel to senior management to develop industry positions on key.

Defended Commission orders and rulemakings in the United States Courts of Appeals, United States Supreme Court, and United States District Court. Prepared briefs and delivered oral arguments.

Advised the Commission on numerous aspects of its regulation of electric utilities, particularly in the areas of wholesale market design, transmission access, interconnection of renewable generation, market-based ratemaking, and assessment of market power. Prepared orders, proposed and final rules, and other Commission issuances. Regularly briefed.
