As Manager, Meteorological Systems Programs, I was responsible for managing the METMF(R) NEXGEN, MMS-Profiler, and other meteorological prime contract programs in Edgewood. These were development programs that transitioned to production programs. With the Smiths Government Relations team, worked with USMC to develop an incremental procurement strategy for METMF(R) NEXGEN production, which led to the current multimillion dollar production program. Hired two program managers and transitioned MMS-Profiler program (production, retrofits, fieldings, other services) to them.As Manager, Integrated Systems Programs, I managing military integrated systems programs based in Edgewood and Watford, UK, including MMS-Profiler, METMF(R) NEXGEN, and the Chemical Biological Protective Shelter (CBPS). Coordinated negotiation with CBPS customer for development and multi-year production (currently more than 190 systems contracted, total contract value over $100M). Transitioned METMF(R) NEXGEN program to a direct report.

This $7M development program delivered one prototype 24/7 meteorological mission planning system to the United States Marine Corps. Due to the success of the initial prototype program, an additional $31M was awarded for a second prototype, follow on software builds, and sole source awards for full rate production. Developed project plans, Implemented earned value management system (EVMS), piloted the use of Dekker Trakker EVMS tool. Managed an effective system engineering process where we collaborated with the USMC customer, end user, combat developer, and human-systems integrator to deliver two prototype systems that met their needs. Cost, schedule, technical compliance, main point of contact for US Army customer (first as lead software engineer, then as program manager) for the Meteorological Measuring Set-Profiler program. The MMS-Profiler program provided weather predictions to US Army field artillery to improve first shot accuracy. Functional manager for a multi-disciplinary team that integrated Government-furnished equipment with internally developed software and a nowcast model developed by Penn State University. Instrumental in taking this project from a stop-work order (one year behind schedule) to an accelerated fielding (ahead of original schedule), including software qualification. $8M program at time of stop work; eventual program of more than $87M with 108 systems fielded world-wide, including Iraq (Operation Iraqi Freedom) and Afghanistan (Operation Enduring Freedom). Integrated the off-site software team with the Edgewood Detection team and with the Penn State Department of Meteorology team. Led the software team and then program team, effectively communicated with the customer (software lead, Deputy PM, PM, Program Executive Officer, user), led system field/accuracy testing planning and execution (White Sands Missile Range), and managed production. Developed follow on business with this customer (retrofits, software builds, fieldings, incremental production); supported Government Relations team and their consultants in business development activities.
