Jeff served on the Wisconsin Court of Appeals District II beginning in October 2019, where his primary function was to decide appeals from the circuit courts in the 12 county region that makes up Wisconsin's District II Court of Appeals. Jeff authored opinions on a wide range of issues, including property and land use disputes, taxation, public records, notice of claims, commercial arbitration provisions, and insurance coverage, among many others. The Wisconsin Court of Appeals is divided into four districts. District II serves citizens in Calumet, Fond du Lac, Green Lake, Kenosha, Manitowoc, Ozaukee, Racine, Sheboygan, Walworth, Washington, Waukesha, and Winnebago counties.

Jeff was the chair of the insurance recovery group at Quarles & Brady LLP. He created high-level litigation and risk management strategies to achieve success for clients, particularly those who were involved in asbestos and similar long tail exposures. He came from a commercial litigation background, and represented clients in various commercial litigation matters. Over the course of his career he broadened his focus to assist corporate clients in addressing and managing risk in a broad arrayof corporate liability exposures, including D&O, EPL, fiduciary, transactional, and cyber.Jeff argued a number of leading insurance coverage decisions on behalf of policyholders in the Wisconsin Supreme Court, and has also obtained summary judgments and arbitration awards for insured manufacturer clients in multi-million dollar coverage disputes involving commercialgeneral liability policy issues arising out of asbestos and other long tail claims. He also frequently wrote, taught and lectured on those and other insurance-related subjects, and was an Adjunct Professor of Law at Marquette University Law School, where he taught insurance law. His commercial litigation experience included a focus on representing employers and employees in contested restraining order and injunction hearings involving covenants not to compete and trade secret claims.
