I was recruited to be the Indirect Rates Manager, a role established by new financial management. The charter of this role was to improve all rate management processes, in part to regain the trust of the government’s contact auditing and administration offices Selected Achievements: Developed policies and procedures for the Billing and Forward Pricing Rates Development and Indirect Rate Review processes.These processes were successfully demonstrated to the Defense Contract Audit Agency (DCAA) as part of their accounting system review. DCAA found the accounting system acceptable and designated the system as approved.Built complex Excel models which calculated and supported proposed indirect billing and forward pricing rate proposals. These models accurately mapped a rate structure with over 200 interim and 18 final rate pools.These models were designed for ease of review, and successfully passed all audits.Established a strong communication and working relationship with the Business units: - enhanced reporting to demonstrate how each business unit was impacting the rates - facilitated monthly reviews to support the Business Units customer reporting requirements. - quantified the impact of prospective business changes to the indirect rates - actively participated in proposal activities including forward pricing analysis

They acquired the Ocean Systems Engineering Corporation (OSEC) in 2006. =================================Senior Financial Analyst (QNA 2006 - 2012)=================================Selected Achievements: Selected to participate in numerous tiger teams for my experience, energy and imagination. Two teams were responsible for mid-year indirect rates re-engineering efforts driven by significant organization restructuring. We delivered revised billing rates in a timely manner resulting in minimal disruption to billing activities.Provided financial support and guidance to the Vice President of Facility Management who was responsible for 40 facilities inherited from the legacy companies. Implemented cost saving measures which saved the company $1.5M a year.Teamed with outside consultants to implement the IBM Cognos Enterprise Planning system. This system allowed distributed and detailed budget planning and eliminating the need for numerous Excel spread sheets.==============================================Accounting Manager - Budgets and Rates (OSEC 2003 - 2006)============================================== OSEC was a fast growing company with >25% annual sales growth when I joined it as the accounting manager responsible for budgets and rates.In addition to these functional roles I collaborated with the CFO to improve accounting and business support processes. Selected Achievements:Successfully developed a new rate model and delivered the 2004 indirect billing rates proposal on a very short (2 month) time line. Designed and implemented a performance dash board which provided the status of key financial and operational metrics at a glance. Implemented a budget development and review process which greatly improved the quality and accuracy of the budget.Re-engineered the close process, reducing the close time by 50%.
