• Conducted evaluation of numerous public and private agencies to assess their current and anticipated effectiveness.
• Design and supported implementation of technical assistant efforts to support senior officials in redirecting or transforming their organizations to meet the goals of pending new programs and policies.
• Participated in many lending programs dealing with low-income housing, micro finance, capital markets development, health, water and sanitation and private infrastructure initiatives.

• On two-year secondment from the World Bank, supervised 80 staff and managed a $5.5 billion portfolio of loan and grant programs supporting economic development and housing initiatives in low-income U.S. communities.
• Restructured a $1.2 billion economic development loan program operating through local governments. Changes resulted in a decrease in loan approval times from 270 to 45 days and the creation of over 30,000 jobs.
