Jennifer Ey is the Deputy Office Chief for the Mission Support Integration Office in the Deputy Commandant for Mission Support (DCMS) organization of the United States Coast Guard. The office integrates strategy and its execution across the DCMS enterprise, coordinates strategic planning processes and change management efforts, and evaluates organizational and business constructs in alignment with business model principals. As the Division Chief for the Plans, Metrics, and Business Analysis Division, she is the principal advisor to DCMS in policy development, strategic planning and communications, research and analysis, performance planning and measurement, and risk management.

• Supervised development, analysis and coordination of Arctic policy for the Special Representative for the Arctic, including a communications strategy to maximize domestic and international public awareness of priorities through speaking engagements, social media campaigns, and outreach engagements with stakeholders. • Leveraged strong relationships with international partners and officials in the Department, the White House, Congress, the private sector/industry, and with State, local and tribal governments to promote awareness of the impacts of climate change in the Arctic on the global environment, national security, international relations, indigenous populations, and business and industry. • Conceptualized and led the August 2015 multi-million dollar, foreign minister level conference known as GLACIER (the Conference on Global Leadership in the Arctic: Coordination, Innovation, Engagement, and Resilience), hosted by Secretary of State John Kerry with closing remarks by President Obama. • Actively contributed to Federal Arctic policy development through significant contributions to the White House Arctic Executive Steering Committee. • Represented the Special Representative at the interagency table top exercises of ISOMETRIC SICKLE and ARCTIC ZEPHYR (Oct 2015), as well as multiple National Security Council Deputies Committee (DC) and Interagency Policy Committee (IPC) meetings.

• Developed and executed a strategic plan that identified local, national and international events and engagements most conducive to achieving the goals of the 4-Star Commandant of the Coast Guard, established the most appropriate level of representation, and highlighted the appropriate message(s) to be conveyed. • Worked intimately with the Strategic Communications Director, and the Chiefs of Coast Guard International, Congressional, Governmental and Public Affairs, to ensure that the activities of the Commandant and Vice Commandant were consistent with Coast Guard, national defense, and U.S. Government global objectives. • Coordinated visits by senior Administration and industry officials, and provided daily briefing materials and logistics support for local speaking events, domestic policy dialogues, and international (bilateral and multilateral) engagements.

• Worked closely with senior (O-6 and GS-15) modernization leads in six other organizational elements during a Service-wide modernization effort to evaluate existing program planning, develop conceptual command and control constructs and enterprise governance models, as well as executed directorate changes through the detail work of billet maps and writing of position descriptions. • Updated Command and Control structures for the Resources Directorate for greater functional clarity and efficiency and to address short- and long-term challenges associated with greater requirements for internal controls and accountability. • Served as the Contracting Officer Technical Representative for the analytical services of an independent third party and participated in briefings to Congressional oversight committees.

• Reviewed pertinent appropriations and authorization legislation and identified language impacting the Coast Guard, capturing and notifying appropriate headquarters programs of deadlines to ensure quality control of the drafting, review, clearance, and delivery process.• Built strong, long-standing relationships with Department personnel, Coast Guard leadership, and program points of contact to compel adherence to deadlines and facilitate clearance through the Coast Guard, the Department of Homeland Security, and the Office of Management and Budget.• Coordinated the annual Coast Guard Headquarters Resource Management Training in 2004, 2005, and 2006, and the biennial Executive Budget Training in 2004 and 2006.

• Researched and drafted issue papers for senior leaders on topics affecting the Coast Guard’s transition to the newly-formed Department of Homeland Security. • Supported the 3-star Chief of Staff of the Coast Guard in administrative tasks resulting from the DHS Management Council. • Drafted, routed, and released status updates via message traffic to all Coast Guard personnel and drafted Executive SITREPS (situation reports) for distribution to senior leadership.

• Established Natural Resource Damage (NRD) Claims Division by developing policy and Standard Operating Procedures, refining hardcopy and electronic filing systems, obtaining and managing technical documents and correspondence, and integrating division roles into the existing organizational structure.• Evaluated natural resource damage claims submitted to obtain funding for restoration projects and compensatory damages after an oil spill for adherence to statutory and regulatory criteria. Briefed technical issues arising in natural resource damage claims to senior managers and made recommendations regarding final disposition and/or funding of claims.• Frequently engaged in public speaking to educate trustees about the presence of the new NRD Claims Division, and the ways to successfully obtain funding.
