Supported the Office of Director of National Intelligence Chief Financial Officer (CFO) as a servant leader and Agile Release Train (ART) coach. Support CACI in contract role as CACI management and acting Deputy Project Manager. Provided technical leadership and direction relating to application Operations and Maintenance activities, Data Management, COTS products, Requirements and Risk Management. Organizes release schedule and plans for 4 teams with approximately 25 members, 2 environments, 16 applications, and various commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) software. Led design and implementation of Agile delivery methodologies and ceremonies leading to results that meet or exceed government requirements and expectations. Led efforts to collaborate and build program trust with stakeholders and end users to facilitate requirements discussions and user acceptance testing. Improved organization of tasks, prioritization, and tracked results utilizing JIRA reporting which increased performance velocity, metrics and accountability and an integrated requirements process. Managed efforts to streamline the CBJB budgetary process and presentation of the National Intelligence Program (NIP) budget by serving as triage lead ensuring requirements, cross dependencies, and short fuse deadlines are met and volume production completed on time. Support the development of the Machine-assisted Analytic Rapid-Repository System (MARS), the Defense Intelligence Agencies (DIA) dynamic cloud-based environment to house object-based production of foundational military intelligence (FMI) through automation, artificial intelligence, and machine learning. Liaison and cultivate relationships with DIA, COCOMs, and Department of Defense (DoD) customers, stakeholders, and mission users to translate requirements into actionable data. Enhance the knowledge management system by supporting the development of the MARS Agile Process and support a coordinated development plan through transparent requirements documentation. Utilize system engineering expertise, processed use cases, and mission requirements, through Scaled Agile. Manage multiple MARS Products, COI teams, and contract vehicles by organizing and vetting the development of new mission capability and tools with Product Owners.

Provide counterterrorism identity analysis production for the National Counterterrorism Center (NCTC) using various databases throughout the Intelligence Community (IC) including NCTC internal database Terrorist Identities Datamart Environment (TIDE). Produced multiple products, to include Terrorist Intelligence Brief (TIB), President’s Daily Briefing (PDB), and Current articles. Perform briefings for various customers to include the White House National Security Council (NSC). Provide subject matter expertise on Shia Extremism around the world through integrating multi-agency information, analytical threat analysis, multi-agency collaboration, and supporting strategic and national policy directives.

Analyzes U.S. Department of Defense (DoD) datasets and Fuses DoD intelligence reporting and biometrics reporting to identify and nominate known or suspected terrorists for inclusion into the U.S. Government’s national terrorist watchlisting system and support of the National Watchlisting mission. Prioritizes and processes intelligence reporting related to terrorist organizations, agents, and operatives in the Middle East, Asia, Africa, Europe, and North and South America. Uses various intelligence databases across JWICS/SIPER/OSINT to include WISE/M3/Tripwire.Leads specialized deployment team to Counter Malign Influence (CMI) against country of interest in support of Special Mission Units (SMU) executing Department of Defense (DoD) intelligence analysis according to National-level requirements. Specializes in targeting Nation-state influence on insurgency networks using mass-casualty producing Tactics, Techniques and Procedures (TTP) within Iraq and Afghanistan. Conducts coordination with DoD and IC elements to facilitate analysis and guidance for target development and HUMINT exploitation by exploiting data dealing with terrorist personalities, facilities and resources in support of offensive operations.

Support SIGINT activities for the vigilant falcon contract in support of force protection for OPERATION ENDURING FREEDOM and IRAQI FREEDOM tactical ground operations. Effective customer liaison for All-Source analysts supporting mission specific areas, utilizing SIGINT expertise to support team objectives for Requests For Information and Support (RFI.RFS). Provide assistance to All-Source analysts in the interpretation, fusion, and collection of related SIGINT data. Perform link-and-nodal analysis, data mining, and data analysis using geospatial analytical techniques. Formulates and implants effective tasking and tracking methodologies in support of target development, RFI/RFS requirements and tipping activities. Assists geographic team leads with SIGINT expertise and basic SIGINT familiarization to allow for effective communication while formulating plans, CONOPs, TTPs, and strategies.

Performs in-depth geospatial analysis for both federal and commercial clients as part of a team in the SPADAC Innovation Lab (SIL), which provides training to analysts in current intelligence tools such as ESRI ArcGIS Suite and SPADAC’s Signature Analyst™ and promotes innovative use of these tools. Delivers geospatial products created from multiple data sources, including vector and raster data. Contributes content for company technology demonstrations. Performs evaluations of software both for potential project use and as part of competitive analysis. Provides subject matter expertise on SIGINT analysis to business development and research and development teams.

Trained as a computer electronic warfare analyst/signal intelligence analyst by the U.S. Army. Performed detailed analysis for forward force protection units in multiple areas around the world including Iraq, Afghanistan, and Horn of Africa. Produced and monitor SIGINT and All-source time-sensitive reporting and analysis while also maintaining and monitoring all Geospatial ArcGIS analysis needed for forward unit project requests, Information Technical Notes and Request for Information Projects as the Senior ArcGIS Analyst. Was one of six analysts in charge of setting up a force protection shop. Also created and lead the Emerging Target Group which Area of Operations included multiple countries and the development of the Horn of Africa region. Worked with and gave direct support to several customer organizations on current operations. Area of Operation Team Supervisor and shift lead for up to 4 junior analysts at one time and in charge of up to 10 analysts at one time and supported the senior linguist and 10–13 subordinate linguists. Trained and supervised all incoming National Intelligence Support Team (NIST) deployers, and multiple forward units, as well as analyst training for the Army Technical Crypto logical Analysis Element (ATCAE) in databases such as ANB, ArcGIS Suite, and collection analysis reporting. Also trained in how to monitor and analysis metadata from forward collection equipment. Conducted various classes for several other shops at NSA/CSS Georgia. Army training incorporated collection management; target identification and communications pattern analysis; evaluating and interpreting intelligence data; preparation of technical and tactical intelligence reports; fusion analysis of SIGINT products; implementing SIGINT emergency action plans; automated data processing (ADP) equipment operation; and operation of communications equipment for SIGINT collection, processing and reporting.
