Led the EPA's eDiscovery and eDocument collection team from 2015-2018. Advised Agency political leaders, management and staff on how to implement cutting-edge technology while complying with federal law, including Freedom of Information Act, confidential business information protection, personal privacy and data privacy issues under the Privacy Act, information management under the Federal Records Act, social media technology and information-sharing platforms. Wrote and implemented the Agency's policies and procedures for managing technological change, including evolving communications and data-sharing platforms, throughout all stages of the information life cycle and the EDRM. Served as a legal/technical “bridge” between Agency legal and technical staff to improve communication and enable culture change to enhance technology adoption and minimize risk. From 2012-2018, served as an Attorney-Advisor in the Office of General Counsel's Information Law Practice Group, as first chair counsel in FOIA and information litigation and top advisor to senior officials. Led the Agency's response to Congressional oversight and Inspector General investigations regarding information management issues. Implemented privacy and cybersecurity protections to allow for technology upgrades and developed policies to share and protect personal information to facilitate real-time emergency response. Defended multiple depositions of high level political officials and prepared individuals for Congressional hearings. Nominated for the Samuel J. Heyman Service to America Medal, Call to Service Medal in 2015 for unique leadership and innovation role in EPA 's development of information management policies, practices, and technologies to improve transparency, information protection, and information management at EPA, and EPA's Career Achievement Award in 2016 for excellence.
